Clean Energy Innovation Facility (CEIF) Platform Monitoring, Evaluation and Learning (MEL) and Research Partner

The Clean Energy Innovation Facility (CEIF) was established in 2019 and aims to accelerate the commercialisation of innovative clean energy technologies in developing countries. It is funded through Official Development Assistance (ODA) and is part of the UK's international climate finance commitment. CEIF contributed towards the UK's Mission Innovation commitment to double spending on energy innovation in 2020/2021 and contributes towards the UK's Ayrton Fund commitment to support clean energy innovation in developing countries. It supports research, development and demonstration activities for innovative clean energy technologies for industrial decarbonisation, sustainable cooling, energy storage and smart energy in ODA-eligible countries, such as planning and implementing pilot projects, capacity building for innovators and producing analytical products. The Department has now appointed, through this contract award, a Monitoring, Evaluation and Learning (MEL) Partner for CEIF-related programmes.

Territorios Forestales Sostenibles (TEFOS) Pillar 3

TEFOS (Territorios Forestales Sostenibles) is a flagship programme under the Foreign, Commonwealth and Development Office's (FCDO) International Climate Finance (ICF). It provides funding to support the Government of Colombia (GoC) to tackle deforestation in conflict-affected areas, through three programme "Pillars": i. Strengthening land registry systems to incentivise sustainable land management, ii. Strengthening the criminal justice system to tackle environmental crime in deforestation hotspots, and iii. Creating and promoting innovative, sustainable economic opportunities for communities. Pillar 3 aims to reduce pressure in selected deforestation hotspots through sustainable economic activities and conservation incentives. The overarching objectives are below and the geographic scope for implementation would be in selected PDET1 municipalities in Caquetá, Guaviare, northern Putumayo and southern Meta: i. Increasing small and medium enterprises2 (SME) skills to produce commodities and services that protect standing forests in line with environmental restrictions in selected TEFOS PDET municipalities. ii. Improving market access for commodities and services that protect standing forests in the deforestation border in selected TEFOS PDET municipalities. iii. Promoting conservation incentives such as payments for ecosystem services (PES) and conservation agreements (led by Environmental Authorities) in areas with land use restrictions in selected TEFOS PDET municipalities.

Global Development Delivery Framework (GDD)

This a Framework Agreement to replace and build upon the current International Multidisciplinary Programme (IMDP) Framework and the current Global Economic Development Framework (GEDF). The key objectives of the Framework Agreement are: a) To secure a pool of high- quality suppliers pre-qualified to work in FCDO thematic areas, to deliver improved value for money through further competition b) Development and improved management of supplier base c) Access to niche/specialist skills d) Shortened timescales for call-down process due to pre-qualification of suppliers e) Improved Management Information for managing framework and supplier base e.g., tracking bidding patterns and recurring issues to improve competition This Framework Agreement will enable FCDO to access advice, expertise and delivery capacity in a cost efficient and effective manner across multiple thematic areas. It will enable FCDO to commission multi-disciplinary teams of quality professionals to design, manage and deliver international development programme services with greater agility and innovation whilst maintaining fair competition. Successful Suppliers will provide overseas development assistance advice and expertise to FCDO and other users of the Framework Agreement related to the thematic areas of: - Lots 1 and 8: Climate Change and Nature - Lots 2 and 9: Health and Humanitarian - Lots 3 and 10: Education, Gender and Social Inclusion - Lots 4 and 11: Economic Development and Trade - Lots 5 and 12: Finance and Investment - Lots 6 and 13: Research - Lots 7 and 14: Governance and Conflict The Lots were split into 2 tiers. Tier 1 for the High Value Lots comprised ITT_5435. Tier 2 for the Low Value Lots comprised ITT_5436. Lead Suppliers decided which tier to bid on - Tier 1 High Value Lots (1-7) or Tier 2 Low Value Lots (8-14). Within each tier Lead Suppliers could bid on one or multiple lots. The Framework Agreement commenced in December 2023 for the period of 2 years with two (2) one year extension options each subject to ongoing need. The maximum throughput of the Framework Agreement will be £3bn with £1.5bn for the initial term and £750m for each of the 2 extensions.
