The existing system

Marine Recorder Online is a cloud-based multitenant marine benthic biodiversity data management system. It has been built as a redevelopment against the niche and use cases of the previous "Marine Recorder" desktop solution. It has been built from the ground up on modern Azure architecture and from a user-story-centric agile approach. It has not necessarily aimed to directly duplicate all functionality within the old application.

The system is used by all of the UK Statutory Nature Conservation Bodies (SNCBs; JNCC, Natural England, NatureScot, Natural Resources Wales, DAERA), along with key marine NGOs, who provide high-quality marine benthic survey evidence for UK reporting.

The online application provides the central collation, storage, querying and dissemination of spatial marine benthic biodiversity from a range of custodians, stored against a consistent data structure and metadata/vocabularies across all organisations to enable both effective active-data management, and cross-organisational interoperable data for large-scale data analyses regardless of the source.

This contract aims to build upon the initial minimum viable product (MVP) release of the "Marine Recorder Online" multi-organisation cloud-based benthic data management (and analysis) solution. 

Currently under contract for initial development until March 2024, the initial MVP is expected to be released by 31st March 2024. It is therefore intended that this contract will provide ongoing improvements including implementing tweaks to existing functionality and developing new functionality, as prioritised and agreed by the Marine Recorder Steering Group, comprised of the public and third sector organisations that hold tenancies within the application (henceforth 'custodians').

Nature and Biodiversity Footprint Phase 1: Scope Development

8 week phase 1 project to develop a scope for a follow-on phase 2 project that will deliver that scope. Phase 2 to be contracted separately. The scope provided on completion of phase 1 must therefore be clear and comprehensive enough for the future successful supplier to independently bid and deliver on. Location: contractors premises, with MS Teams weekly progress meetings. About the project: The Environment Agency (EA) intends to undertake a comprehensive assessment of its nature and biodiversity footprint. This project aims to identify and quantify the impacts of the EA's operations and supply chain on nature and biodiversity, forming the foundation for targeted, science-based management and disclosure reporting. The footprint will be used to support the EA's commitment to sustainability and compliance with emerging international frameworks such as the Taskforce on Nature-related Financial Disclosures (TNFD). The first phase of this project is to develop a clearly defined scope for the footprint. As an output the project scope itself must set out: 1. The background to the footprint exercise and overarching methodological framework it will align to and why this is the best fit for the Environment Agency. 2. The scope/operational boundary of the footprint. 3. The measurement framework and metrics that will be used, based on analysis of strengths and weaknesses of the various alternatives. 4. Data plan, detailing: a. The existing datasets that will be used. b. Any necessary transformations that will be required to unify and standardise the data. c. Data gaps that will need to be filled and a plan to fill them. This should be a prioritised and phased plan. d. A plan for ongoing data management. 5. A draft outline delivery plan for the project. We will also need a final report of all findings that explains the rationale behind the scope and evidence base for decisions made in scoping. CN240228 - Ecology and Surveying Services

The Council is seeking a Supplier to provide ecologist services within Kent. Sites will generally be located within close proximity of the Council's highway asset where potential animal damage is identified. The Supplier will be required to support the Council in identifying any animal damage and conducting the necessary surveys and remedial work to ensure construction works can take place in adherence with Natural England. Additional ecological works and tasks, including those related to other protected species as well as badgers, may also be required as part of this contract. This will be a call off contract where the required services will be ordered if there is a requirement. There is no guarantee of work within this contract. From the first initial identification of potential animal damage, primarily caused by badgers and other protected species: • An ecologist will be contacted, and a meeting will be arranged to assess the site. • The ecologist will determine if a full survey is required, which may include a camera trap survey. The Council requires that the survey and results be delivered as promptly as possible within a four-week period, depending on contractor availability. The number of days to undertake a full survey can be site specific and will be agreed upon in advance.
