Description

The purpose of this ITT is to re-open the Social Care Training Framework for Social Care training courses for Adults and Childrens Services.
Powys County Council has established a framework of suppliers and the Council is re-opening the Framework for new suppliers who wish to tender to be awarded to the Framework. Existing framework providers are not required to re-apply.
Funding will only be awarded on an annual basis in line with the grant funding allocation process through Welsh Government (SCWWDP) and the Council.
The Framework Agreement will run for a period of up to 4 years, from 1st April 2023 until 31st March 2027 (1+1+1)
An annual delivery schedule will be developed in accordance with workforce demand in January each year, as defined through the annual training needs analysis and annual SCWWDP priorities. Therefore, giving Training Providers on the framework at least 3-months’ notice of intention to commission each course.
The Council intends to let the contract in compliance with Regulations 74 – 77 Light Touch Regime (LTR) under the Public Contracts Regulations 2015 (PCR 2015) and will use a “pseudo” Open Procedure.
The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.

Learning and Training Services DPS

CCS set up a Dynamic Purchasing System (DPS) for an initial period of 48 months with the extension option of 24 months. A further extension has been agreed and will be utilised and the end date of this DPS will now be 27/10/2028. Aims and Objectives To secure the services of a highly professional and service orientated training supplier to deliver high quality learning experiences for participants in the KTP programme. The KTP Programme seeks to demonstrate the delivery of value for money for all our funding partners. The current training contract expires at the end of March 2025. The KTP programme seeks to have a training provider in place to provide a seamless transition between contracts. KTP is one of the UK's largest recruiters of graduates, with over 350 associate positions available each year. As part of the development of the Associate, KTP provides management training to facilitate the transition of individuals from graduates/ academics to business managers and entrepreneurs. Associate training must demonstrate the best that the business world has to offer. The key objective of the provision of the training package for KTP Associates is to facilitate the development of an appropriate level of management and leadership skills to help Associates deliver successful KTP projects. The KTP programme is broadly based and therefore encompasses a wide range of businesses and organisations, a wide variety of project needs and a wide spectrum of Associate backgrounds, in terms of academic disciplines and experience. Content of the training provision needs to accommodate the needs of a broad base of KTP projects and Associates. The core training package must cover at least the following: A. Business Management Skills development B. Leadership and Innovation skills C. Mid Suffolk District Council wishes to appoint an organisation highly experienced in providing Centre Management and Business/Innovation Support to SME’s. The Centre will also have a collaboration of academic institutions directly delivering training and short courses (including CPD) from the training and meeting spaces on the ground floor. This will require support from the Centre Management team in terms of booking spaces and facilities management.
