Dorset County Council, Bournemouth Borough Council and Borough of Poole are expanding the information we provide on alternative provision by establishing an Alternative Provision Framework. This is a competitive process in order to establish a Framework of value for money, quality assured Providers. The aim is that there will be a variety of Alternative Provision programmes/activities/services supporting children and young people which can be accessed by Bournemouth Borough Council, Dorset County Council, the Borough of Poole and all Schools (including specialist schools and academies). During the planning of this Framework the project group have developed a competitive process for organisations who provide alternative provision services to children and young people, to be added to a quality assured Framework in order that they can deliver their services throughout the county of Dorset, including Bournemouth and Poole. To comply with procurement regulations tenders will be invited for services within the main service categories, which are: * Engagement & Reengagement * Therapeutic * Counselling * Vocational Provision & Employability * Teaching To ensure that a range of Alternative Provision services are made available across the County that can meet the diverse range of needs and circumstances of children and young people, this tender is to establish a Framework of Alternative Provision providers across a range of services. It is our intention that the Framework will run from September 2018 to September 2022. The Framework is designated as a 'Rolling Flexible Framework' which is using the functionality of a Dynamic Purchasing System (DPS) procedure and has been adapted under the Light Touch Regime. As soon as the competitive process closes then the next round will open. This will allow new providers to join the Framework and allow existing providers to change the services that they offer throughout the Framework period. This will ensure that children and young people continue to benefit from new opportunities, from the entry of new providers and have an evolving and wide range of choices/support to meet their needs. The intention is that the Framework will develop and change as required. Existing Framework members will remain on the Framework until it expires, they leave or are removed under the provisions of their individual Framework agreement and they will not need to re-join each year. The Framework will re-open and submissions will be evaluated on a 4-monthly basis. The indicative spend for Dorset County Council is £499,525 per annum. Historically there has been a Dorset County Council contract in place for mentoring valued from £97,900 - £139,008. This indicative spend for Bournemouth Borough Council is £424,869 per annum and the Borough of Poole indicative spend is £197,282 per annum. CT1168 Flexible Purchasing Framework opening - Accredited Pathways and Certified Counsellors and Therapists

The City of Edinburgh Council have created a Flexible Purchasing Framework (the Framework) which started on the 2nd April 2024. The Framework includes providers who are able to deliver services in line with the National Improvement Framework for Education. The Framework will remain open to new applicants throughout the term. New applications to join the Flexible Purchasing Framework will only be evaluated periodically, in line with the Council’ requirements and capacity. The City of Edinburgh Council will realise this vision by achieving equity: ensuring every child and young person has the same opportunity to succeed, regardless of their background, social circumstances, additional needs or shared protected characteristics, with a particular focus on closing the poverty related attainment gap, and improving mental health and wellbeing. In order to achieve this, The City of Edinburgh Council will work to reduce the Poverty Related Attainment Gap (PRAG) through a transdisciplinary approach. Delivery of excellence will be achieved via the Edinburgh Imperative, which has four key themes to support reduction of the PRAG: Attendance, Literacy & Numeracy, Pathways, Health and Wellbeing. Collaboration and relationship building with partner providers is a key theme to support young people’s outcomes being at the heart of everything we do. Partner Providers will support schools to provide a service which ensures pupils receive high quality education which meets their needs, delivers improved educational outcomes and avoids exclusion. The City of Edinburgh Council are encouraging a ‘Place Based’ approach to services and supports to families and young people. The intention is to develop comprehensive supports that are within 20minutes of any identified need.

SCC Independent Alternative Provision Dynamic Purchasing System (DPS) for children and young people with additional needs and disabilities

Surrey County Council (SCC) wishes to establish a Dynamic Purchasing System (DPS) for the supply of services in respect of Independent Alternative Provision for children and young people with additional needs and disabilities for an initial period of 4 years + with optional further extension provisions for an additional 2 years + 2 years. The primary purpose of this DPS will be to provide key education and/or other support services to a child or young person who are in receipt of an Education, Health, and Care (EHCP) (or those individuals as outlined in the Service Specification). SCC wishes to move to a whole system approach to alternative provision where inclusive schools, clear pathways and outstanding provision all work together to ensure excellent outcomes for children and young people. SCC wishes promoting a collective system in which educational settings, community services, health and education support services all play a crucial part in responding to vulnerable children and assisting with reintegration to school (where appropriate). Providers successful in joining the AP DPS will play a vital role in creating a “community” of provision. Independent Alternative Provision is provision largely for one-to-one support, children and young people who require specialist intervention (in many cases but not exclusively for their additional needs) which in many cases is delivered in the home or in the community with the support of / or at the request of families. The services required fall under Schedule 3 of the Public Contracts Regulations 2015 (PCR 2015). As a result, this procurement is undertaken under the 'Light Touch Regime' as detailed in Section 7 of PCR 2015. Any interested organisation or consortium with relevant experience may apply to be admitted onto the DPS. Eligible Surrey County Council Maintained schools and Academies may access Providers on the DPS following Year 1 (Please see https://www.surreycc.gov.uk/schools-and-learning/schools/directory) for list of schools and academies included) via an access agreement. The DPS will have six (6) lots and be further divided into two (2) sub-lots as follows: Lot 1: Tutoring (QTS Qualified) Lot 1a: Online Lot 1b: Face to Face provision Lot 2: Tutoring (Non QTS Qualified) Lot 2a: Online Lot 2b: Face to Face provision Lot 3: Specialist Teachers Lot 3a: Online Lot 3b: Face to Face provision Lot 4: Registered Therapies supporting education (covered under HCPC) Lot 4a: Online Lot 4b: Face to Face provision Lot 5: Other services supporting education Lot 5a: Online Lot 5b: Face to Face provision Lot 6: Post-16 Support Services (supporting employment, preparing for adulthood/ independence) Lot 6a: Online Lot 6b: Face to Face provision Potential Providers are invited to apply for one lot or sub-lot; or multiple lots and sub-lots. By applying to be admitted to the DPS, Providers are not obligated to bid for services at 'Contracting' stage. These services are being procured under a multiple-Provider DPS. There will be no limit to the number of Providers admitted onto the DPS, providing they meet the minimum requirements as set out in the Invitation to Tender documents. There will be no guarantee of work or volume of work given under this DPS.
