CPU6720 Children and Young People's Advocacy and Befriending (Independent Visitor) Service

Nottingham City Council and Nottinghamshire County Council (the Councils) are seeking tenders from sufficiently experienced and qualified organisations for the provision of a Children and Young People’s Advocacy and Befriending (Independent Visitor) Service. The Councils aim to jointly re-commission a Children and Young People’s Advocacy and Befriending (Independent Visitor) service having previously commissioned separate services for each individual local authority. The Councils are seeking to secure Best Value through leveraging this joint approach to commissioning and procuring a joint service for Nottingham City and Nottinghamshire County children and young people. The service will deliver the following: A. Advocates who independently support Children in Care, Children in Need, children and young people subject to Child Protection plans, Children in Clayfield’s Secure Children’s Home, Homeless 16- and 17-year-olds and Care Leavers. B. Befrienders (Independent Visitors) to support Children in Care. C. Independent Persons to sit on Secure Accommodation Review Panels for Children in Care. Nottinghamshire County Council are seeking to secure possible additional funding for the service from 2026/27 onwards and should additional resources become available, enhanced services may be added to the contract as explained in the service specification and tender documents. The contract duration will be for 3 years with a possible extension of 2 years at both Councils discretion. The total contract value is estimated to be a maximum of £1,793,000 over the total length of the contract, including any potential extensions and any possible additional funding. The core approved budget for year one is a maximum of £336,200, paid on both a block and an activity basis as detailed in the tender documents. The anticipated contract start date will be 1 April 2025. This contract will be let under the Light Touch Regime of the Public Contract Regulations 2015. Children and Young People Mental Health Early Intervention Hubs

The Department of Health and Social Care has awarded 24 for the delivery of Children and Young People Mental Health Hubs. The hubs will provide early intervention services for children and young people within the age range of 11-25 years old. There 12 contracts awarded for each of the geographical areas South and North of England. Integrated Youth Support Services

The Youth Sector in Gloucestershire is a diverse landscape made-up of a rich and varied range of youth and community organisations, with Council run services, professional youth workers and volunteers. The new Integrated Youth Support Service (IYSS) model seeks to build on and complement this, ensuring at risk young people have somewhere to go, something to do and someone to talk to outside of school. It will focus on addressing disadvantage and inequality by delivering statutory and wider functions, including responsive, detached, assertive outreach, ensuring that our most at risk groups are supported to achieve positive outcomes.\r \r The delivery of the Integrated Youth Support Service model will also underpin the incremental development of a Family Hub model for the county. The Council is seeking to provide a high-quality service which is accessible and inclusive for all Children and Young People aged 0-19, and up to 25 years, if they have SEND focusing on those with an EHCP or are a care leaver in Gloucestershire. In recognition of the fact that this is an evolving programme requiring flexibility to maximise the growing working relationships between the Children and Family Centres and the Integrated Youth Support Service, the Authority are looking to work in a more collaborative way to deliver the best outcomes for all Children and Young People. All Providers we use for this new contract must demonstrate their ability to work in inclusive, innovative, and collaborative ways both in terms of developing the integrated approach to the Youth Support Service.\r \r The initial contract will be awarded for 5 years from 1st July 2024 to end 30th June 2029 with option to extend of up to 2 years. The contract will be commissioned in four Lots:\r \r Lot 1: Specialist Services \r Lot 2: Gloucester and Forest of Dean \r Lot 3: Stroud and Cotswolds \r Lot 4: Cheltenham and Tewkesbury\r \r We expect potential providers to meet a number of minimum standards; these are detailed in the ITT.
