Description

This is a procurement for SCAPE who will own and manage the system, on behalf of, and providing services to, the members of the SCAPE Social Enterprise Working Group.
      
      SCAPE is a public-sector partnership that helps to improve the buildings that we use, the roads we travel on and the places we live.
      As a public sector organisation, we understand the critical importance of effective infrastructure, in the context of public service delivery and the economic sustainability of communities. We also fully recognise the pressures that the public sector faces in creating the conditions for a post-COVID-19 economic recovery, in procuring efficiently and delivering more-for-less.  The creation of societal benefit through prudent and effect investment, and particularly through the creation of social value is now essential.
      Securing social value is now a national policy imperative in procurement consideration first introduced by the Social Value Act and a mandated requirement (as of January 2021) in central government funded public sector projects. 
      
      By nature of being purpose driven and established to tackle societal challenges, the social enterprise sector can play a key role in enabling Public Sector spend, to create value outcomes.  This tender sets out the requirements of Scape and its supply chain partners to create improved visibility of opportunity and access to our projects for the social enterprise sector, by providing a managed database of social enterprise organisations that are capable of working in construction supply chains.
      
      This ITT (including appendices and other documentation) issued to Bidders sets out details of SCAPE's requirements and how to submit your Tender. Please ensure you read it carefully, however, should you need any further information please see section 3.6 on how to raise questions during the Tender Period.
      
      The successful Bidder will establish a web-based digital solution, open to the whole built environment industry (not limited to SCAPE's delivery partners) and free for Social Enterprise's (SEs). The solution will act as a smart and connected online directory of providers, that helps improve the visibility of social enterprise organisations for construction sector buyers and overcomes the barriers to their entry into construction project supply chains.
      
      The proposed contract will be for two years with an option to extend for a period or periods totalling no more than a further two years (2+1+1) and we intend awarding to a single Bidder.

Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
