Re: The Provision of Total Facilities Management Services - OJEU contract notice and Contracts Finder notice published April 2020 

London Metropolitan University has awarded a contract for the provision of hard and soft FM services including (but not limited to) the following services:

- Hard FM management, helpdesk and CAFM for all FM services, building maintenance, lift maintenance, minor works and related services

- Soft FM management, grounds maintenance, helpdesk, ad-hoc and related security, cleaning, pest control, energy/utilities and waste management

The contractor may be required to scale provision of services, supplies and works for reasons related (but not limited to) changes in campus configuration, gross floor area and/or University service requirements over the contract period including in respect of (but not limited to), hard FM services, soft FM services, energy/utilities and minor works; the estimated total contract value (excluding VAT) set out in this notice may vary accordingly over the contract term.

This Contract is for the provision of a comprehensive Facilities Management Service at the Mary Peters Track, a premier athletics venue operated by Belfast City Council. The Contractor shall be responsible for the day-to-day operation, maintenance, and presentation of the site, ensuring it remains safe, clean, accessible, and fit for purpose for all users, including athletes, clubs, event organisers, schools, community groups, volunteers, and members of the public. The Service includes, but is not limited to: Opening and closing of the facility in line with agreed operating hours and event schedules; Coordination and support for athletics training, competitions, community events, and elite athlete use; Routine and reactive maintenance of the track pavilion and lighting in line with critical compliance and maintenance schedule (see Annex 2) and associated infrastructure; Management of bookings and income reconciliation; Provision of suitably trained and uniformed staff to deliver the Service to a high standard; Implementation of health and safety measures, including emergency procedures and fire safety; Delivery of social value commitments in line with Council priorities and the Procurement Act 2023; Promotion and marketing of the facility to increase usage, attract events, and engage under-represented groups; Support for the development and delivery of coaching, volunteering, and athlete development programmes; Collaboration with Belfast City Council, Athletics NI, and other stakeholders to ensure inclusive programming and continuous improvement.
