Description

Following notification of withdrawal by providers we are inviting expressions of interest from providers to deliver Housing and Debt Contract Work in Cheshire and HPCDS services in the following areas:

-	Cambridge
-	Chester and Crewe
-	Sunderland
-	Stockport
-	Hull

We are using an expression of interest process as there is need to replace these services as soon as possible.
We intend to award an exclusive schedule for each HPCDS to a single provider. In instances where more than one organisation meets the preference criteria for a HPCDS we may offer a schedule to more than one provider on a shared rota basis.
There is no limit to the number of providers that may be successful in applying to deliver Housing and Debt services in Cheshire. Successful organisations will be awarded 100 matter starts.
When awarding HPCDS schedules preference will be given to organisations who have schedule authorisation to deliver Housing and Debt from an office in the corresponding procurement area. For the Chester and Crewe HPCDS we will give preference to an organisation who expresses an interest in delivering both Chester and Crewe HPCDS and Housing and Debt Services in the Cheshire Procurement Area. Organisations can chose to apply to deliver either one or both of the two services.

Who is the process open to?

Expressions of interest to deliver HPCDS are welcome from all 2018 Standard Civil Contract holders with schedule authorisation in Housing & Debt. Organisations do not need to be a current HPCDS provider.

Organisations who apply to only deliver Housing and Debt services in Cheshire must also be existing 2018 Standard Civil Contract holders but do not need to be a current housing and debt provider.

We welcome expressions of interest from organisations who are able to meet the minimum contract requirements, which are detailed in the expressions of interest. When awarding the HPCDS schedules, preference will be given to organisations who are able to commence work soonest and who have schedule authorisation to deliver Housing and Debt from an office in the corresponding procurement area.

How long are the contracts?

HPCDS exclusive schedules will be offered from the date organisations can confirm they are able to begin work, although no later than 1 October 2021, until 30 September 2022, apart from Hull HPCDS which will start from 1 November 2021. The Housing and Debt Contract will run until 30 August 2022, subject to LAA rights of extension and termination.

How do organisations apply?
The expression of interest process opens on 26 August 2021. To apply organisations must download and complete the relevant expression of interest document from our civil tenders' page on GOV.UK - Civil tender activity 2021 - GOV.UK (www.gov.uk)

PS25037 - Appointment of Administrators for Innovate UK Loans

The final date and time for the submission of bids is Thursday 22nd May 2025 at 11:00 hrs DO NOT apply directly to the buyer. All tender information MUST be submitted through the Jaggaer eSourcing Portal. Brief Description of Requirement At present the IUKL loan portfolio consists of around 260 businesses with an overall exposure of £219m. Due to the early-stage nature of the businesses in the portfolio the expectation is that a considerable number will not be successful in achieving their objectives and will ultimately be unable to repay their innovation loan as planned. If a company is in debt and cannot pay the money that it owes it will typically be placed into administration. To facilitate this process there will be an appointment of an administrator either by the directors, a creditor or the court to fulfil the administration process. To date there have been 41 businesses in the IUKL portfolio that have entered administration, however in all bar one of these cases the administrator has been appointed by the company themselves when they have filed for administration. The exception to this was for a potential fraudulent case and the administrators were appointed from the previous panel that IUKL had. Whilst there is currently the provision for IUKL to appoint an administrator under the terms of the debenture noted above, there is not the necessary process in place for an administrator to be appointed directly by IUKL. Therefore, the current issue is logistical rather than not having the necessary rights. This procurement is to address the requirement in some case for IUKL to appoint an administrator and to have an existing contract in place which can be utilised when required. The administrator should be licensed insolvency practitioners based within the UK. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the Supplier Attachments tab within the Jaggaer eSourcing Portal. This contract will be awarded based on the evaluation criteria as set out in the RFP document. How to Apply UK Shared Business Services Ltd (UKSBS) will be using the Jaggaer eSourcing Portal for this procurement.
