Modification of a Semi-Independent Accommodation Framework

In March 2018, The London borough of Sutton concluded a framework agreement for Semi-Independent Accommodation to enable a group of economic operators to supply services under an Semi-Independent Accommodation Framework following a formal OJEU open procurement procedure. For reference, the OJEU document number for the contract notice (published on 30 June 2017) is 2017/S 124-252471; and the OJEU document number for the contract award notice (published on 23 October 2018) is 2018/S 204-465895. The framework was due to expire on 31 March  2022. The contract value was between (GBP)  1 500 000.00 GBP and 3 500 000.00. On 31 January 2021, the above named authority modified the framework for up to 12 months. The modification was under regulation 72 (1) ( c ) of the publication contract regulations on the grounds that the authority or the market were in a position to tender or bid for a new framework following the impact of the Covid 19 pandemic on resources. The modification does not alter the overall nature of the contract and the estimated spend over the 9 months (£450,000) will not exceed 50% of the value of the original contract or framework agreement.
The framework has 2 lots.
Lot 1 - Reducing need and developing independence; and
Lot 2 - Developing independence.
The framework will operate to allow the local authority to identify placements for looked after children (over the age of 16 years) and care leavers with Semi-independent Accommodation providers.

CS6028 Overnight and Related Short Breaks Respite

The London Borough of Tower Hamlets is seeking to commission a high-quality Overnight and Related Short Breaks service eligible to children and young people (CYP) with special educational needs and/or disabilities aged 5 to 18 and living in the borough. The commissioning of this service enables the Council to meet its statutory duty under the Children and Families Care Act 2014. The provision contains essential services that enable and support CYP with a disability to live ordinary family lives, to have fun, try new activities, gain independence, and make friends, whilst providing parents and carers with a much-needed respite from their caring responsibilities. Each provision is to provide the following core services: Overnight weekend short breaks (during school term-time) Day weekend placement Overnight holiday short breaks (during school half-term) and Afterschool clubs The organisations that we are seeking to engage via this Preliminary Market Engagement must have experience of delivering services to disabled CYP and have access to an appropriate Ofsted registered residential setting (s) in the London Borough of Tower Hamlets, that is either owned or leased by the service provider for the duration of the contract. The residential provision must have capacity for up to 5 children under each respective Lot. The service will be delivered flexibly, using a person-centred approach, and responding to the changing needs of the family.

Statutory Advocacy Service

The delivery of a Statutory Advocacy Service including Care Act Advocacy, Independent Mental Capacity Advocacy, Independent Mental Health Advocacy, paid Relevant Person's Representatives and Rule 1.2 Representatives to any eligible people in accordance with the Care Act 2014, the Mental Capacity Act 2005, (including the government proposals of the Mental Capacity (Amendment) Act 2019 (including Liberty Protection Safeguards which are currently on hold); and, the Mental Health Act 2007. The Service will improve outcomes for service users and their carers who are eligible for Statutory Advocacy and non-statutory mental health advocacy; providing the right information, advice and guidance at the right time, in the right place and format. The Service will improve awareness and understanding of Statutory Advocacy and non-statutory Mental Health Advocacy amongst service users, carers, professionals and health and wellbeing partners across the public, private, voluntary and community sectors. The Service will generally be available during office hours (9am - 5pm), every weekday except public holidays. However, there may be occasions when appointments must be made out of office hours during the evening, weekends or public holidays. The successful provider will be expected to operate in such a way that allows: a presence in the area to understand the locality, priorities and issues; links with integrated teams and associated professionals in the locality; a management base within the borough of Calderdale who are readily available to staff and service users; recruitment activity within the Borough; reduced travel for staff and the ability to supervise and support staff in the workplace.
