Northamptonshire Children's Trust - For The Provision of Supported Accommodation and Support Hours for Young People aged 16 to 21 years old

Northamptonshire Children's Trust (hereafter referred to as the "Children's Trust") wishes to invite Tender Responses for the supply of services in respect of this requirement. This specification covers providing Supported Accommodation for children in care and care leavers aged 16 to 21, for Northamptonshire, including, where required, out of county homes. It excludes provision delivered by the Northamptonshire Children's Trust own provision or those already contracted under separate service contracts. The primary role of young people's supported accommodation is to prepare our young people for independence and adulthood. Where each young person starts on this journey will be different and the rate at which they move through this journey will vary but our Supported Accommodation providers and their staff, through their support, will proactively work with our care leavers to ensure successful transition to adulthood where they will thrive. Services that will be purchased by the Children's Trust will be individualised packages to meet the needs of our care leavers so that they are supported to successfully move onto adulthood and independence. The Children's Trust is setting up a Framework Agreement for the Provision of Supported Accommodation and Supported Hours for Young People aged 16 to 21 for an initial period of 50 months, with an option to extend for 36 months, making 86 months in total. Services will be categorised by the following Lots that are described further in the specification: • Lot 1 - Supported Accommodation for 16 and 17 year-olds (must be registered with Ofsted) • Lot 2 - Supported Accommodation for 18 to 21 year-olds • Lot 3 - Additional Support Hours The Light Touch Regime (LTR) applies to the Services under this Framework Agreement, as per Public Contracts Regulations 2015.

Framework - Start Well (Children’s) Supported Services - Round 1

Oxfordshire County Council has an Open Framework for the provision of accommodation and Support to vulnerable young people aged between 16-25 years, old including young people who are under the care of the Council. Providers must meet the criteria to claim enhanced housing benefit and for those who are able to support 16 to 18 years of age, appropriately registered. Services have been characterised into three Lots: 1. Shared Supported Housing Accommodation 2. Self-Contained Supported Housing Accommodation 3. Supported Lodgings The Framework is aimed primarily at developing capacity in Oxfordshire. In addition, tenders will be accepted for the following locations, Northamptonshire, Buckinghamshire, Berkshire, Wiltshire, Gloucestershire, Worcestershire, Warwickshire, Hampshire, Surrey, London, Bedfordshire and Hertfordshire. This will be an Open Framework with rolling application windows throughout the lifetime of the agreement. Once accepted on the framework providers will have opportunities to bid for individual placements and or blocks via mini competitions. The Framework will initially supplement established Young People Supported Accommodation contracts and is envisioned to be the vehicle to replace these contracts as they are recommissioned in the future. The Council does not guarantee the volume of spend that will be awarded under this Framework but based on projections we expect approximately £70 million to be spent across the life of the Framework. This award notice relates to the contracts awarded to suppliers who applied and were successful in Round 1.
