Description

Torridge District Council is setting up a Local Authority Trading Company (LATC) to run its three leisure centres from April 2022: Holsworthy Leisure Centre, Torridge Pool and Torrington Pool and Sports Centre.
It is intended that a partner is procured to supply back-office support for the new LATC for key support areas including payroll, finance, ICT support.

Specifically, the project involves the excavation and disposal of existing turf, installation of a compacted stone sub-base and laying a bonded rubber mulch pathway. Project Scope The successful contractor will be responsible for supplying all labour, materials, and equipment to complete the following works: • Excavation: Dig out turf over an area of 330m (length) x 1.5m (width) x 100mm (depth) and dispose off-site. • Sub-base Installation: Supply and install a 495m² x 60mm thick MoT Type 1 stone base across 495m², compacted using a vibration plate to ensure stability. • Surface Installation: Supply and install a 40mm bond rubber mulch circular pathway across 495m², with edges cut into the ground for a seamless finish. • Standards: The surface must comply with relevant BSEN specifications for safety surfacing. Submission Requirements Bidders must submit the following: • A detailed cost breakdown, including labour, materials, and any additional costs (e.g., waste disposal and welfare). • Technical spec including installation cross section diagram. • Proposed bonded rubber product information sheet including site suitability, colour options, maintenance costs including repair, durability life span. Also how wear and tear will affect the product over time ie colour fade. • Evidence with photographs of relevant and recent experience in installing bonded rubber pathways or similar. Please include address details of installation examples so the Parish Council can visit prior to awarding the contract. • Two references from similar projects completed in the last three years. • Jubilee Field would need to remain fully accessible during the installation. This includes potential football matches and training sessions. Please include details of methodology. • A proposed project timeline, including key milestones (e.g., excavation, sub-base installation, surfacing). • Confirmation of compliance with British standards and health and safety requirements. Evaluation Criteria Price : • Total cost (excluding VAT) for the works as specified. • Costs must be transparent, with an itemised breakdown for excavation, sub-base, surfacing, and any additional items (e.g., waste disposal). Quality : • Technical quality of the proposed surface (e.g., durability, safety, maintenance requirements) o Experience and track record, supported by references. o Project delivery plan, including timeline.

Derry and Strabane District Council (DCSDC) invites proposals from suitably qualified organisations to illuminate the ships and vessels procured for 3 nights of the 2026 Foyle Maritime Festival which will take place from Thursday 25th to Sunday 28th June next year. Applauded for its ambitious and dynamic programme of events both on and off the water, the award-winning festival is located alongside the River Foyle in the heart of Derry city, spanning 1.5 miles along the riverfront. A range of themed zones and performance spaces are located throughout, all set to a magical backdrop of live music, animation, markets, visiting ships and boats, fantastic food and bespoke keynote events. Renowned as one of the largest maritime events to occur in Ireland and the UK, this bi-annual event attracted approximately 135,000 attendees when it last occurred for 4 days in 2024, appealing to local, regional, national and international visitors. For 2026 Council are extending the spectacle and magic created by former festival showcases by delivering a light installation over 3 nights of the festival from 9pm until dawn. Entitled ‘Sails of Solas’, the illumination of the tall masts and sails of the ships procured for the festival, will create a striking display of light and reflection along the riverfront. The bespoke illumination of the boats will present them in a new light emphasising their grandeur and majesty while the timing of the display invites people to revel in a private viewing as the city and ships sleep.
