Framework Agreement for the Provision of Outreach / Respite Support for Children with Disabilities. The Council, namely Social Services, Children’s Services is establishing a framework agreement for outreach/respite for children and young people under the age of 18 with permanent and substantial disabilities, life limiting conditions and or complex health needs that impact on their daily living namely: - A severe learning disability A significant sensory disability A severe physical disability Multiple disabilities – combination of disabilities – physical, cognitive, communication and sensory in nature The Council is establishing an open framework in line with the light touch regime of the Procurement Act 2023 for a high-quality, cost-effective outreach/respite support service for children and young people with disabilities. The aim is to meet the care and support needs of children and young people (Service Users) and to provide the Council with a compliant, legal and accredited framework. This framework is for all new packages of support. It is the Councils intention that all existing support for outreach / respite for children and young people at the time of awarding the framework will remain with the existing Service Providers, to ensure there is continuity of care for children and young people and their carers. However, the Council shall reserve the right to undertake a review of any support currently being provided. If the Council feels that the hourly rate is not economically sustainable for the Council, such support packages shall be re-brokered in line with the brokerage process. For Service Providers to retain the current packages of support provided they must apply to join this framework and be successful meeting the requirements of the award criteria. Service Providers should note that being placed onto the framework is not a guarantee of being awarded any support packages and there is also no guarantee of value of spend to be let via this framework. The framework agreement shall be for an initial period of four (4) years from the 02 February 2026 - 31 January 2030, with the option to extend up to a further period of fourth-eight (48) months reviewed after twenty-four (24) months The Council is not currently aware of any TUPE implications at the time of tender. However, Transfer of Undertakings (Protection of Employment) Regulations 2006 (“TUPE”) and/or Directive 2004/18/EC may apply to this framework during the period of the arrangement. Service Providers should note that a non-scored approach has been chosen for Social Value. However, service providers are requested to submit measures at the time of submission and the Council will work with successful service providers to delivery against the measures. SN250527 - RFQ - Pilot Level 1 Parent Infant Relationship (PIR) Intervention

KCC is seeking a suitable organisation to propose and deliver a programme of non-clinical Level 1 Universal Parent Infant Relationship Interventions, to test and pilot new ideas. Level 1 Parent Infant Relationship Intervention will comprise of the following elements. •Creative group sessions – Interactive for parents/families with their baby/Infant •Facilitated group discussion – to include peer and mutual support •One to One support and feedback to parents. The purpose of this parent infant relationship intervention is to help parents to deepen the bond with their baby/Infant. Finding a range of ways for parents to have two-way communication with their baby to help with their relationship and to help baby/infant development. The programme will support parents to learn coping mechanisms and tools to cope with the demands of being a new parent to develop insights and techniques to help them understand their baby/infant's development. This universal intervention aims to help prevent impaired bonding with a baby, promote positive parent and infant mental health and wellbeing and facilitate a stronger parent and infant bonding experience. The pilot is aimed at families that have a baby/infant up to the age of two. As part of this KCC would like to see creative group sessions that offer early support for those families with a newborn/infant up to 6 months. Families are defined as mums, dads, new parents, co parents, partners and carers which include family members who play a vital role in supporting parent infant relationships and the family's mental health. Construction Plan 1. Scope of Works. The works will include: • Site preparation and demolition of existing fence. • Earthworks, grading and sub-base preparation. • Installation of drainage systems. • Construction of reinforced concrete skatepark elements (bowls, ramps, platforms, coping). • Installation of street-style features (rails, ledges, stairs). • Perimeter works including pathways and landscaping. • Site clean-up, quality checks, and handover. 2. Methodology 2.1 Mobilisation • Establish site compound, temporary fencing and signage. • Set out works in accordance with approved design drawings. • Conduct pre-start meetings with subcontractors and suppliers. 2.2 Site Preparation • Clear vegetation, debris and unsuitable materials. • Carry out excavation to design levels. • Import and compact subgrade fill where required. 2.3 Drainage & Utilities • Install sub-surface drainage to prevent water pooling. • Connect to existing stormwater infrastructure. • Install conduits for future lighting and services. 2.4 Concrete Works • Coping and edging hot dipped galvanised. Cut ends to be treated with corrosion resistant paint system • Formwork, steel reinforcement and shotcrete application for bowls and ramps. • Machine finishing followed by hand-trowelling for smooth riding surfaces. • Expansion joints, coping stones and steel edges installed. 2.5 Ancillary Works • Install prefabricated hot dipped galvanised rails, ledges and modular features. • Construct pathways, seating areas and viewing zones. • Landscape the surrounding area. 3. Health, Safety & Environmental Management • Works to be carried out in accordance with [local construction safety legislation]. • Dust suppression and noise control measures. • Daily toolbox talks and risk assessments. • Waste management and recycling plan. • Public safety maintained through secure site fencing and restricted access. • Working hours 0800 to 1700. • All operatives working on site should have relevant CSCS cards.
