Teignbridge District Council (TDC) has submitted a detailed Planning Application for 23 new flats within a multi-storey apartment block, together with associated highway works and external works. TDC are seeking a Design and Build Constructor via a Single Stage Tender who would be responsible for delivering this scheme in line with the planning and design criteria as set out in the attached Employer's Requirements including achieving Passivhaus Plus Certification of the dwellings. Currently the site has conditional planning permission, and the successful tenderer would be required to continue dialogue with the Local Planning Authority and TDC to discharge the planning conditions. An early market engagement has not been conducted for this project due to the nature of the project. Design and Build Contractors have been invited to tender on this opportunity and are required to submit their responses, queries and questions via the Proactis Pro-Contract system www.supplyingthesouthwest.org.uk .

Arbour Vale School is a special school in Slough for pupils aged 2 to 19 with a wide range of educational needs. With 370 pupils on roll, it is one of the largest special schools in the country and meets the needs of children and young people with moderate learning difficulties, severe learning difficulties with profound and multiple needs as well pupils with autism. The school is purpose built with specialist facilities including a dedicated nursery and post-16 base, soft-play area, hydrotherapy pool, multi-sensory room, a newly refurbished library, well-equipped IT suite, dedicated music room and large sports hall. As part of the planning process for increasing pupils at the site in 2024-25 it was agreed that additional car parking capacity was required. This ITT will deliver the extra car parking capacity by constructing a new car park and reconfiguring the existing car park. Arbour Vale School is an academy within a multi-academy trust (MAT) called Orchard Hill Academy and Trust (OHCAT) which primarily focuses on special needs education. Arbour Vale School forms part of Slough’s only PFI project, which includes 2 other schools. Arbour Vale School is one half of a ‘donut’ shaped building with Beechwood School occupying the other half of the building. Beechwood School is a secondary school and part of a different academy trust.

Scope: The Department is establishing a closed framework for the construction of new and refurbished schools, and other educational buildings (including colleges and university buildings), together with community facilities and/or public buildings which are ancillary to such education facilities or form part of the development on the same site in England. 3. Framework Term: initial six-year term with the option to extend for up to an additional two further years (one year plus one year), starting from the date the Framework Agreements are signed. 4. The associated tender documents (Invitation to Tender volumes) contain a full description of the works requirements including Employer's Requirements (specification), Contract Documents and Pricing Documents.
