Children and Family Centres - Gloucester and the Forest of Dean

Gloucestershire County Council is committed to the recommissioning of its Children and Family Centres as the first phase within the development of a broader Family Hub model that will underpin an effective multi-agency, and cross sector, Family Help/Early Help Vision , and Strategy for the county.\r \r The Children and Family Centres are located in some of the most deprived localities within the county and will be important delivery platforms and access points within a wider network of family support, tailored to the needs of children and families within their locality.\r \r We are seeking providers who will proactively engage and work in partnership with local partners including the VCS. Providers need to be clear how they will make best use of current community resources and how they will work with wider voluntary, community and faith sectors in order to develop community delivery plans that achieve the outcomes set out in the contract. The initial contract will be for an initial period of 5 years, with options to extend for a further four years, each in 2-year increments.). \r \r Please note this procurement will be conducted under the light-touch regime under regulation PCR 2015 27 (5). Please read the instructions for accessing the tender documents and the tender deadline.\r \r The service is scheduled to commence from 1st April 2025. It is anticipated that the contract will be for a period of four years with possible extensions of 2+2, dependent on performance and review.

Integrated Youth Support Services

The Youth Sector in Gloucestershire is a diverse landscape made-up of a rich and varied range of youth and community organisations, with Council run services, professional youth workers and volunteers. The new Integrated Youth Support Service (IYSS) model seeks to build on and complement this, ensuring at risk young people have somewhere to go, something to do and someone to talk to outside of school. It will focus on addressing disadvantage and inequality by delivering statutory and wider functions, including responsive, detached, assertive outreach, ensuring that our most at risk groups are supported to achieve positive outcomes.\r \r The delivery of the Integrated Youth Support Service model will also underpin the incremental development of a Family Hub model for the county. The Council is seeking to provide a high-quality service which is accessible and inclusive for all Children and Young People aged 0-19, and up to 25 years, if they have SEND focusing on those with an EHCP or are a care leaver in Gloucestershire. In recognition of the fact that this is an evolving programme requiring flexibility to maximise the growing working relationships between the Children and Family Centres and the Integrated Youth Support Service, the Authority are looking to work in a more collaborative way to deliver the best outcomes for all Children and Young People. All Providers we use for this new contract must demonstrate their ability to work in inclusive, innovative, and collaborative ways both in terms of developing the integrated approach to the Youth Support Service.\r \r The initial contract will be awarded for 5 years from 1st July 2024 to end 30th June 2029 with option to extend of up to 2 years.
