SCC APC Surrey County Council and Multiply

The purpose of the Multiply grant is to provide support towards expenditure lawfully incurred or to be incurred by local authorities in delivering numeracy provision to adults aged 19 years and above, up to and including Level 2, boosting people’s ability to use maths in their daily life at home and work – and enabling them to achieve a formal qualification that can open doors for them. The grant shall be used to deliver the activities that it has set out in its approved investment plan for the Multiply programme. These may, in principle, include proposals for a wide variety of activity that: a) increase the number of adults achieving maths qualifications (up to, and including, Level 2 – with GCSEs and FSQs as our qualification of choice in England); b) improve labour market outcomes; and c) increase adult numeracy across the population Examples of activities could include (interventions): a) Courses designed to increase confidence with numbers for those needing the first steps towards formal numeracy qualifications; b) Courses designed to help people use numeracy to manage their money; d) Courses aimed at people who can’t apply for certain jobs because of lack of numeracy skills and/or to encourage people to upskill in numeracy order to access a certain job/career; e) New intensive and flexible numeracy courses targeted at people without Level 2 maths, leading to a Functional Skills Qualification; f) Courses for parents wanting to increase their numeracy skills in order to help their children and help with their own progression; i) Numeracy activities, courses or provision developed in partnership with community organisations and other partners aimed at engaging the hardest to reach learners – for example, those not in the labour market or other groups identified locally as in need; These activities/courses should also include working with prisoners, those recently released from prison or on temporary licence; and those 19 or over that are leaving, or have just left, the care system.

SCC Independent Alternative Provision Dynamic Purchasing System (DPS) for children and young people with additional needs and disabilities

Surrey County Council (SCC) has established a Dynamic Purchasing System (DPS) for the supply of services in respect of Independent Alternative Provision for children and young people with additional needs and disabilities for an initial period of 4 years + with optional further extension provisions for an additional 2 years + 2 years. This contract award notice is for the admitted providers to the initial round of the DPS. The primary purpose of this DPS will be to provide key education and/or other support services to a child or young person who are in receipt of an Education, Health, and Care (EHCP) (or those individuals as outlined in the Service Specification). SCC wishes to move to a whole system approach to alternative provision where inclusive schools, clear pathways and outstanding provision all work together to ensure excellent outcomes for children and young people. SCC wishes promoting a collective system in which educational settings, community services, health and education support services all play a crucial part in responding to vulnerable children and assisting with reintegration to school (where appropriate). Providers successful in joining the AP DPS will play a vital role in creating a “community” of provision. Independent Alternative Provision is provision largely for one-to-one support, children and young people who require specialist intervention (in many cases but not exclusively for their additional needs) which in many cases is delivered in the home or in the community with the support of / or at the request of families. The services required fall under Schedule 3 of the Public Contracts Regulations 2015 (PCR 2015). As a result, this procurement is undertaken under the 'Light Touch Regime' as detailed in Section 7 of PCR 2015. Eligible Surrey County Council Maintained schools and Academies may access Providers on the DPS following Year 1 (Please see https://www.surreycc.gov.uk/schools-and-learning/schools/directory) for list of schools and academies included) via an access agreement. The DPS will have six (6) lots and be further divided into two (2) sub-lots as follows: Lot 1: Tutoring (QTS Qualified) - Lot 1a: Online - Lot 1b: Face to Face provision Lot 2: Tutoring (Non QTS Qualified) - Lot 2a: Online - Lot 2b: Face to Face provision Lot 3: Specialist Teachers - Lot 3a: Online - Lot 3b: Face to Face provision Lot 4: Registered Therapies supporting education (covered under HCPC) - Lot 4a: Online - Lot 4b: Face to Face provision Lot 5: Other services supporting education - Lot 5a: Online - Lot 5b: Face to Face provision Lot 6: Post-16 Support Services (supporting employment, preparing for adulthood/ independence) - Lot 6a: Online - Lot 6b: Face to Face provision SCC intends to evaluate new applications to the ‘Admission’ stage twice a year. The Council reserves the right to revise the number of evaluation Rounds (‘opening ceremonies’) for Admission stage per year at its discretion to allow further applicants to apply in an emergency. The Council will add Providers to the DPS throughout its duration, providing that the Providers meet the requirements outlined in the Invitation to Tender documents and submit an Application that is found to be compliant. By applying to be admitted to the DPS, Providers are not obligated to bid for services at 'Contracting' stage. These services are being procured under a multiple-Provider DPS. There will be no limit to the number of Providers admitted onto the DPS, providing they meet the minimum requirements as set out in the Invitation to Tender documents. There will be no guarantee of work or volume of work given under this DPS. For the purposes of this Contract Award Notice, the overall estimated aggregate DPS value has been divided equally between each Lot however does not reflect the anticipated Lot spend or contract value. This will be determined based on the need of the individual at Stage 2: Contracting Stage and cannot be anticipated at this stage.

SCC DB Priority Two Services - Mental Health Investment Fund

This opportunity is for eligible organisation to bid to the Mental Health Investment Fund (“MHIF”), a Surrey wide resource to enable the delivery of the outcomes in Priority Two of our Health and Wellbeing Strategy. This priority area is focused on prevention, removing barriers, and supporting people to become proactive in improving their emotional health and wellbeing. The fund will be used to support services which are non-statutory; developed by local, community-based groups. The priority for funding will be to schemes that directly impact local interventions supporting our priority populations and the delivery of the outcomes of Priority Two of the Health and Wellbeing Strategy. We want to encourage community groups to come forward and access funding for innovative approaches to mental ill health prevention which will make a direct impact on their community. ELIGIBLE ORGANISATIONS Organisations which are charitable in purpose and are working for the benefit of people in Surrey, including: - Registered charities - CIO (Charitable Incorporated Organisations) - Charitable Trusts – other than educational establishments - Voluntary and community groups - Faith groups - Educational establishments for exceptional projects that fall outside statutory support and benefit school communities facing particular disadvantage - Community Benefit Societies with charitable status - CASC (Community Amateur Sports Club) - Not for profit organisations such as CICs (Community Interest Companies) with a clear social purpose, for their charitable activities AREAS OF FOCUS More information on the strategy, and priority populations and key neighbourhoods, can be found here: https://www.healthysurrey.org.uk/about/strategy We are particularly looking for projects which address one or more of the following areas of need: - Suicide prevention, in particular focusing on men, bereavement/relationship support, loneliness and isolation. - Support during pregnancy and immediately after birth. - Support for parents and young families, such as parenting programmes. - School-based interventions targeting children and young people. - Workplace-based interventions - Interventions which reduce smoking, alcohol, drug use and improve physical health conditions. PRIORITY POPULATIONS We are particularly looking for projects which directly support any of the following priority populations: - People experiencing homelessness - Gypsy, Roma, Traveller community - People experiencing domestic abuse - People with drug and alcohol problems KEY NEIGHBOURHOODS All 21 key neighbourhoods are of interest for MHIF funding.
