Framework for the Provision of Day Opportunities for Adults in Cumberland

Cumberland Council is procuring a Framework for the Provision of Day Opportunities for Adults in Cumberland. The Day Opportunities will support disabled and older people to maintain and develop new skills, prevent social isolation, support inclusion and presence in their local communities and provide a break from caring and support for unpaid carers ensuring they can continue to offer ongoing support. There are 5 lots available, see ITT documents for further information.\r \r In order to apply a Provider MUST have a) an existing and active service or b) a service that can be mobilised in the timescales required, that is active by the start date of the Framework. In order to submit a bid, Providers must complete at least one of the Day Opportunities tender submission forms. Any Providers who do not have a tangible service should not apply. Any Provider on the framework will be able to submit a bid to provide a new service at any time. In this case, the Council will score the new service and respond to the Provider within 2 months. This will apply for the entire term of the Framework Agreement. \r The framework will be 'open', which means that new providers can submit a bid to be considered via The Chest at any time over the initial three year period (and during the two extension periods if these are used). New bids will be assessed every two months starting from April 2025.\r The estimated total value of the Framework for the initial three-year term is £15.16m excluding VAT. The estimated maximum value of the Framework for the initial term three-year term, plus the two optional 12-month extensions, based on current support requirements, is £26.6m (inclusive of a transportation element of up to £6.1m for the period of up to 5 years) excluding VAT. \r Details of current expenditure are indicative only. The Council does not guarantee any spend against the Framework Agreement.\r The Council proposes to enter into the Framework Agreement for an initial period of THREE years with the successful Tenderer (Service Provider(s)) from 1st April 2025 to 31st March 2028. \r \r There are TWO optional extensions of 12 months each. These optional extensions are at the absolute discretion of the Council. If these optional extensions are used, the framework will end on 31st March 2030. \r \r The council may, at its discretion, stop accepting bids to join the framework at any time. Cumberland Advocacy Hub (Adults)

Cumberland Council is procuring a Cumberland Advocacy Hub for adults with health and social care needs. The primary role of the Cumberland Advocacy Hub is to meet all Cumberland Council statutory duties in relation to the provision of a professional independent advocacy service under the terms of the Care Act 2014, Health Social Care Act 2012, Mental Capacity Act 2005 and Mental Health Act 1983 under a single point of access.\r \r The advocacy service will support Cumberland residents across all categories of need, including adults with learning disability, organic and mental health functional disorder, mental health needs, acquired brain injury, physical and sensory impairment and young people in transition to adult services and other vulnerabilities and cover of all the different types of statutory advocacy including Independent Mental Capacity Advocacy, Care Act Advocacy, NHS Complaints and Independent Mental Health Act Advocacy.\r \r The initial period of the contract is 3 years. There is ONE optional extension of up to 12 month. Targeted Short Break Activities for Children with Disabilities - Open Framework

Cumberland council has awarded 4 providers on to the Targeted Short Break Activities for Children with Disabilities. The objective of the Targeted Short Break Activities service is to provide families of children and young people with SEND with a short break from each other. This is to give families a break from their caring responsibilities and the child or young person an opportunity to take part in a fun activity. It is the expectation that all Activities will take place in a location within Cumberland. For Activities that include day trips to outside of Cumberland, these should start from a location in Cumberland.

Targeted Short Break Activities for Children with Disabilities - Open Framework

Cumberland Council is advertising an Open Framework for providers to deliver Targeted Short Breaks for Children with Disabilities.\r The Council is conducting the procurement of this framework using the open procedure in accordance with the Public Contracts Regulations 2015 (PCR) for the purpose of procuring the services described in the Service Specification.\r \r There are Five Lots - \r Lot 1: Weekend Activities\r Lot 2: School Holiday Activities\r Lot 3: School Holiday Activities in Cumberland Special Schools\r Lot 4: Activities based on Specific Needs\r Lot 5: Innovation\r \r The Council will seek to open the Framework to new applications as stated within the ITT.\r It shall be at the Council's sole discretion to open the Framework to new applications more or less frequently, and to decide how long the tender period is open for each time. The Council reserves the right to close the Framework to new applications if in the opinion of the Council there is good reason to do so.
