Targeted Short Break Activities for Children with Disabilities - Open Framework

Cumberland Council is advertising an Open Framework for providers to deliver Targeted Short Breaks for Children with Disabilities.\\r\r The Council is conducting the procurement of this framework using the open procedure in accordance with the Public Contracts Regulations 2015 (PCR) for the purpose of procuring the services described in the Service Specification.\\r\r \\r\r There are Five Lots - \\r\r Lot 1: Weekend Activities\\r\r Lot 2: School Holiday Activities\\r\r Lot 3: School Holiday Activities in Cumberland Special Schools\\r\r Lot 4: Activities based on Specific Needs\\r\r Lot 5: Innovation\\r\r \\r\r The Council will seek to open the Framework to new applications as stated within the ITT.\\r\r It shall be at the Council's sole discretion to open the Framework to new applications more or less frequently, and to decide how long the tender period is open for each time. The Council reserves the right to close the Framework to new applications if in the opinion of the Council there is good reason to do so. In the event the Council determines to exercise its discretion to close the Framework to new applications, it will notify its intention and the period which the Framework will be closed on Find a Tender.\\r\r \\r\r The estimated total value of the Framework for the 16 Months initial term is £241,217.33 excluding VAT. The estimated total value for the initial term plus the one 12 month optional extension is £392,044.33 excluding VAT. Direct Payment Support Services in Cumberland

Cumberland Council is procuring a contract for the provision of Direct Payment Support Services in Cumberland to support families to utilise their Direct Payments for children and young people with disabilities. \r \r The council proposes to enter into the Contract for an initial term of one year with the successful Tenderer (Service Provider). The initial term is 1st April 2025 to 31st March 2026. There is one optional extension available of up to 12 months. Use of this optional extension is at the absolute discretion of the council. If the optional extensions is used, the Contract will end on 31st March 2027.\r \r The maximum total value of the Contract for the initial term is £138,000 excluding VAT. Direct Payment Support Services

Section 17A of the Children's Act 1989, inserted by the Health and Social Care Act 2001, gave councils a duty to offer Direct Payments for children's services. In making Direct Payments under section 17A of the 1989 Act, councils are subject to the general duty provided by Part 3 of that Act to safeguard and promote the welfare of children in need, and to promote their upbringing by their families when making these payments, in exactly the same way as when providing direct services. The power to make Direct Payments to people with parental responsibility for disabled children and to disabled 16 and 17-year-olds was created by the Carers and Disabled Children Act 2000. If the Local Authority assesses a child or young person requires support to meet identified needs, these needs will be identified on a plan along with an identification of the services that can meet these needs. If families do not want to use services directly provided or commissioned by the Authority, they have the option of receiving the support by Direct Payments instead. A Direct Payment affords a family the flexibility to look beyond 'off-the-peg' service solutions provided by the Authority and choose from a range of alternative employment, education and leisure activities to meet their child's assessed needs. In many cases, the Direct Payment is used to employ a personal assistant to enable a child to access these activities.

Framework for the Provision of Day Opportunities for Adults in Cumberland

Cumberland Council is procuring a Framework for the Provision of Day Opportunities for Adults in Cumberland. The Day Opportunities will support disabled and older people to maintain and develop new skills, prevent social isolation, support inclusion and presence in their local communities and provide a break from caring and support for unpaid carers ensuring they can continue to offer ongoing support. There are 5 lots available, see ITT documents for further information.\r \r In order to apply a Provider MUST have a) an existing and active service or b) a service that can be mobilised in the timescales required, that is active by the start date of the Framework. In order to submit a bid, Providers must complete at least one of the Day Opportunities tender submission forms. Any Providers who do not have a tangible service should not apply. Any Provider on the framework will be able to submit a bid to provide a new service at any time. In this case, the Council will score the new service and respond to the Provider within 2 months. This will apply for the entire term of the Framework Agreement. \r The framework will be 'open', which means that new providers can submit a bid to be considered via The Chest at any time over the initial three year period (and during the two extension periods if these are used). New bids will be assessed every two months starting from April 2025.\r The estimated total value of the Framework for the initial three-year term is £15.16m excluding VAT. The estimated maximum value of the Framework for the initial term three-year term, plus the two optional 12-month extensions, based on current support requirements, is £26.6m (inclusive of a transportation element of up to £6.1m for the period of up to 5 years) excluding VAT. \r Details of current expenditure are indicative only. The Council does not guarantee any spend against the Framework Agreement.\r The Council proposes to enter into the Framework Agreement for an initial period of THREE years with the successful Tenderer (Service Provider(s)) from 1st April 2025 to 31st March 2028. \r \r There are TWO optional extensions of 12 months each. These optional extensions are at the absolute discretion of the Council. If these optional extensions are used, the framework will end on 31st March 2030. \r \r The council may, at its discretion, stop accepting bids to join the framework at any time.
