Brief Description of Requirement UK Space Agency provides technical advice on the government's National Space Strategy, supporting the UK space sector to deliver the government's vision. It delivers through a portfolio of programmes and projects which encourages the development of national space capabilities and are an early-stage investor in space research and development. UK Space Agency (UKSA) wants to continue to develop and deliver a world class programme of business support that will encourage space entrepreneurs to start, grow and scale their business, and enable them to commercialise their products and services sooner. We also want to identify companies from adjacent sectors with space applicable technologies and help to break down barriers to entry to the space sector. Growing and leveling-up the UK Space economy is an important goal in the National Space Strategy and for the UK Space Agency's vision for the UK to lead the new space age, ensuring that the benefits of space reach everyone. The UK Space Agency's Local Growth Programme, to which the Business Support programme belongs, plays a significant role in delivering on the goals and ambitions of the National Space Strategy, particularly leveling up the UK Space economy. The Unlocking Space for Business (USB) is a new project seeking to drive greater long-term adoption of satellite-derived data, applications, and services across commercial 'end-users', i.e., non-space private sector companies operating in the UK. The project is primarily a pilot project that if successful will inform a larger project beyond the 2025 Spending Review. The pilot will implement a number of end-user focused initiatives related to education, engagement, capability development and operational deployment (grant funding). As the USB is a pilot for a larger project it will be critical to effectively capture learnings and ensure clear feedback loops. Brief Description of Requirement This research will support strategy and policy development by identifying emerging trends on the self-reported uptake of energy-saving actions and other green choices across the UK population, as well as cross-cutting enablers and barriers. Contractors will be expected to work closely with DESNZ to understand how the survey can best support strategy and policy development. Importantly this research will act as an ongoing source of evidence by identifying individual level changes and spillover effects over time. This work can inform understanding of the behavioural aspects relating to the delivery of net zero and related DESNZ programmes, such as the Boiler Upgrade Scheme. A key motivation of this research is to understand how uptake of energy-saving actions, energy demand flexibility behaviours , other green choices, and related social norms change over time. This includes understanding what and why changes are occurring, and for whom. DESNZ is also interested in using this research to understand ongoing impacts of changes, as well as to contribute to evidence on spillover effects. Therefore, a longitudinal research design is needed.
