Coquet Restoration Project

The Coquet Estuary Restoration Project aims to restore tidal connectivity and create wetland habitats between Warkworth and Amble. This will reverse historic land management impacts, improve the estuary's ecological status from Moderate to Good in line with the Northumbria River Basin Management Plan (2015), and deliver mitigation for the effects of historic sea defences. This phase of the project looks to increase the freshwater habitats on the land on the west of the A1068 Road ( see figure 1 below), in future years there will be opportunities to explore intertidal connectivity in other phases of this project. Objectives 1. Develop a Single Stage Business Case (SBC) to provide wetland habitats to targeted land parcels. 2. Deliver the programme of works as highlighted in the appendix 1 deliverables list. 3. Enhance wetland habitats to meet Biodiversity Net Gain targets. 4. Build upon Outline design concept ( Figure 2 above) to provide a detailed design that can be handed to our contractors for delivery. 5. Support carbon reduction through habitat-based sequestration. 6. Improve protected areas and contribute to Water Framework Directive (WFD) compliance. 7. Collaborate with Northumbrian Water, Northumberland Estates, and Northumberland County Council to integrate works with wider schemes. 8. Enhance public amenity by improving rights of way and encouraging safe environmental interaction.

Lower Itchen Options Appraisal

The River Itchen SSSI/SAC is an internationally renowned chalk stream, and despite being highly designated, is in unfavourable condition. One reason being the condition of the physical channel, and another linked to the status of the Itchen Atlantic salmon population, now deemed to be in crisis and at high risk of extinction. The Lower Itchen, at Woodmill, Southampton, has been significantly modified historically to manage water for navigation, milling, and fishing activities. As a result of this, there are several water control structures: a sluice gate, 2 penstocks, and a sea door that are near the end of their design-life, and a technical fish pass (known as a Denil plain baffle fish pass). In addition, upstream, the true right bank, retaining the river in an artificial, perched state through Riverside Park, is increasingly permeable and has developed large breaches. This allows a significant proportion of the river to drain from its main (artificial) channel to follow a more natural course through the floodplain. There is an increasing risk that the whole river will continue to change course over time, and this will be expediated through bank failure. There are multiple partners with both interests and legal requirements to protect, restore & enhance, and increase the resilience of the designated features of the Lower Itchen. Southampton City Council (SCC) own the structures, and a large extent of adjacent wetland and parkland; and they own Fishing Rights on the river from the Salmon Pool to Gaters Mill. SCC lease some of the wetland area (including a lake) to Active Nation for educational, water sports and fishing activities. The Environment Agency (EA) has an interest in the management and condition of the river, particularly regarding abstraction, flood risk, biodiversity, water quality and fish passage. Southern Water (SW) have an interest in the availability of water for abstraction, particularly during low flow and drought conditions. SW have a requirement to put in place a package of mitigation measures to offset environmental impacts from abstraction pursuant to a Lower Itchen Drought Order. Portsmouth Water also abstract for public water supply at Gaters Mill, upstream of the A27. There have been several technical studies undertaken to date, including a Woodmill Project (Options Appraisal) study, 2016 (Appendix B), which primarily focused on easing fish passage. However, several changes since this date, for example, the Monks Brook weir (a major impediment to fish passage) has collapsed; 50% of flow is now going through the main breach (on the true right hand bank); sea level rise predictions have changed, the status of Itchen Salmon has deteriorated; climate-change impacts are increasingly evident through storms, surges, flooding, low flows and drought; and the number of small breaches in the true right bank are increasing in size.

River and Floodplain Habitat Management and Restoration on the River Caldew, Cumbria: A Feasibility Study

The River Caldew is part of the River Eden and Tributaries Site of Special Scientific Interest and Special Area of Conservation. The site has been designated for its river habitats and geomorphology, lake, alluvial alder woodland and many species including salmon, lamprey species, bullhead, white-clawed crayfish and otter. The River Caldew and much of its floodplain has been greatly modified in the past through land drainage and historic modifications to the river including straightening, embankments, dredging and other flood defence activities. Riparian habitat is also grazed by both sheep and cattle. For this reason the condition of the SSSI/SAC is unfavourable. In 2010, Natural England and the Environment Agency completed a restoration strategy for the River Caldew (Jacobs 2010). This included various river restoration option for the River Caldew, including reconnection of paleochannels and removal of bank reinforcements to promote natural processes with a more sinuous channel planform. There is now an opportunity to restore the river, hydrology and associated floodplain habitats on the Church Commissioners landholding in the near future, within a bold and ambitious scheme. The aim of this project is to better understand the hydrology and geomorphology of the River Caldew on the Church Commissioners land holding, including the floodplain, both in their reference states and current states, to inform habitat restoration and to specifically determine the practical management measures required to achieve this. This study includes two key components - to review and assess the feasibility of different options to achieve the aim, and to provide more detailed plans on the preferred options. This investigation project is being funded by Natural England, with advice also provided by the Environment Agency regarding geomorphology, biodiversity and flood risk.

Ecological Services Framework (EcoSF4)

Lot 1 - Specialist Macroinvertebrate Services This Lot covers services relating to all freshwater macroinvertebrate work in both rivers and lakes, needed to cover monitoring required for international, national and local drivers, as well as local investigatory and regulatory needs. Lot 2 - Habitat and Species (including Invasive, Non-Native Species) Surveys, Evaluation and Report Writing Services This Lot will be used to procure ecological surveys, reports and advice for a range of activities that will enable nature recovery as envisaged under the Government's Environmental Improvement Plan (EIP) 2023. This will include habitat creation and restoration of protected and priority habitats and contributions to EIP species abundance and extinction risk targets for a range of threatened, protected and priority species. Lot 3 - Geomorphology, river restoration and habitat creation services Lot 3 is designed to allow the Environment Agency (EA) and Natural England (NE) staff to supplement their in-house expertise around this work area, with the additional resource and expertise that external suppliers can offer. In particular, lot 3 focuses upon the supply of river restoration and habitat creation expertise to inform design and feasibility studies (ecological survey and monitoring work associated with such schemes is included in lot 2). The EA/NE seek bids from suppliers who can use these skills to help them understand the natural functioning of the water environment through assessment work, and to collaborate in the design of projects that improve natural geomorphological, hydrological and ecological processes for the purposes of reducing flood risk, restoring habitats and improving the movement of fish through catchments (specific fish pass design is covered in lot 4). The EA/NE require suppliers to demonstrate the ability to work at the strategic catchment scale as well as the local scale. Lot 4 - Fish passage design services This lot covers the design of fish passes that prioritise the use of nature-based solutions. The EA seeks bids from suppliers that have skills to help the EA identify the best solutions that can meet the needs of internal EA departments delivering their outcomes. The information below details the core service under this lot, i.e. fish passage design, including feasibility, options appraisal and detailed design. However, the EA may offer you the opportunity, on occasion, to participate in projects that are beyond those scoped below, but still within the area of fish passage design that works with natural processes and uses minimal engineering solutions.
