CO0298 Communications and Marketing Framework 2

Essex County Council have established a Framework Agreement for Communications and Marketing Services. The Framework has an initial two year term with options to extend in any number of periods not exceeding an extension period of 2 years in total. The maximum duration of the Framework will not exceed 4 years. Suppliers appointed to the Framework will deliver services to the communications and marketing team as well as other officers across ECC who may have ad-hoc requirements. Brief Description of Requirement The Pubs code Adjudicator (PCA) is looking to strengthen its strategic communications capacity and expertise to meet its objectives outlined in its 3-year strategy published in August 2022, setting out its short, medium and long term priorities. The PCA aims to increase tied tenant knowledge of the Pubs Code and confidence in using their rights. This involves translating legal language into plain English and delivering information in an accessible manner for a lay audience. the PCA aim to increase awareness amongst tied tenants of their Code rights and show how those rights have been used by tied tenants to encourage others to do so, utilising the tenant voice where possible. PCA want to build trust with tied tenants in the PCA as a regulator, including to regulate independently of government and the pub-owning businesses.
