CS0422FOP Framework of Providers - Specialist Services for Disabled Children Young People and their Families

Specialist Services for Disabled Children Young People and their Families\r \r Derbyshire County Council is inviting tender from providers to join a framework to deliver specialised services for disabled children, young people 0-25 and their families. \r \r The framework will comprise of five lots: \r Lot A One-to-One Support \r Lot B Overnight short breaks - standard and complex\r Lot C Group activities\r Lot D Home Care services\r Lot E Support Planning & Brokerage\r \r The framework will also be available for use by Derby City Council and a provider list will be published on the Council's website for use by families and individuals with a personal budget.\r Please note: The Council is procuring the services under the Light Touch Regime for health, social and other specific services. A new qualifying period will be advertised periodically, during which time the relevant Framework Lot(s) shall be open to new applicant, every 6 months and/or where the number of providers on any Lot is below the minimum threshold.

The Council is seeking a panel of multiple providers that can provide a managed service for intensive support and crisis intervention services for County Durham children, young people, and their families. The Provider Panel has FIVE Lots as detailed below based on category of need. LOT DESCRIPTION Category of Need 1 - Children with social communication needs, including learning disability and / or autism Category of Need 2 - Children with severe and enduring mental health needs incorporating self-harming and self-injurious behaviour Category of Need 3 - Children who are at risk of further offending and anti-social behaviour Category of Need 4 - Children who are at risk of criminal exploitation, sexual exploitation and / or radicalisation Category of Need 5 - Parent and Baby packages - where the child is at risk of neglectful parenting that fails to promote the child's wellbeing and day to day safety

This contract is for the Provider Panel for Intensive Support and Crisis Intervention Services for children, young people and their families.\r \r The Council is seeking a panel of multiple providers that can provide a managed service for intensive support and crisis intervention services for County Durham children, young people, and their families. \r \r The Provider Panel has FIVE Lots as detailed below based on category of need. \r \r Providers can bid for one, two, three, four or all Lots. Further detail in relation to each of the specific Categories of Need can be found at Appendix 1 within ITT Document 2 Part 1 Service Specification.\r \r Category of Need 1 Children with social communication needs, including learning disability and or autism\r \r Category of Need 2 Children with severe and enduring mental health needs incorporating self harming and self injurious behaviour\r \r Category of Need 3 Children who are at risk of further offending and anti-social behaviour\r \r Category of Need 4 Children who are at risk of criminal exploitation, sexual exploitation and or radicalisation\r \r Category of Need 5 Parent and Baby packages where the child is at risk of neglectful parenting that fails to promote the childs wellbeing and day to day safety.\r \r There are two banded delivery models as per below\r \r Package Type 1 24 hour packages covering 7 days and or nights per week incorporating sleeping and waking nights and all public holidays with a minimum staffing ratio of 2 to1. Please note Parent and baby packages operate 1 to 1\r \r Package Type 2 In reach and or outreach packages provided Monday to Sunday in line with the childs needs that operate flexibly covering both days and evenings but do not incorporate sleeping or waking nights \r \r This Provider Panel is a flexible agreement where, at the sole discretion of the Council, it may open the Panel to allow additional providers to be added to its membership. However, at the discretion of the Council, the Panel may remain closed should commissioners deem there be sufficient panel members to meet demand.\r \r The Council makes no guarantee to any member of the Panel that they will be awarded any Call Off Contract and no guarantee is made in respect of any volume of work under any such agreements, or in aggregate under the Provider Panel. \r \r Each Provider should understand that their submission constitutes an acceptance to the Council of the terms of the Provider Panel Agreement. A place on the Panel merely affords the Provider the opportunity to respond to an invitation from the Council for the provision of services Call Off. \r \r The Provider Panel Agreement provides for no form of exclusivity or volume guarantee by the Council for Services from the Provider and that the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any Services.\r Additional information: Tender Documents can be accessed free of charge at www.nepo.org utilising reference DN677209
