Historic England Web Technical Supplier Framework - AWARD

Historic England is looking to appoint suppliers to a framework to provide web-development Services for selected projects and organisations across three financial years [23/24 to 25/26 - 2+1 approach] in support of Historic England website deliveries. The provider will support Historic England in planning, scoping, delivering and testing website developments, as well as supporting through deployment and providing any necessary knowledge transfer. The work involved will range from the creation of small, self-contained components that could be used across our websites (e.g. a component to display CMS content in a new way) to larger-scale, more complex deliveries to meet specific content needs (e.g. interactive functionality using a range of data sources). In some cases, we will require the delivery of a component or product that can be integrated into the website by our own developers (with appropriate handover from the supplier). In others, there will be a need for the supplier to carry out the integration work.

NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS Shared Business Services Limited (NHS SBS) has put in place a Framework Agreement for the provision of Digital Health Advisory and related Goods and Services for Healthcare to be used by NHS SBS Approved Organisations. NHS SBS cannot guarantee to successful Suppliers any business through this Framework Agreement. Spend and volumes may vary throughout the life of the Framework Agreement from the anticipated levels given in this notice. Some purchases under this Framework Agreement may have requirements that can be met under this Framework Agreement but the purchase of which may be exempt from the Procurement Regulations. In such cases, Call-off Contracts from this Framework will be unregulated purchases for the purposes of the Procurement Regulations, and Approved Organisations may, at their discretion, modify the terms and conditions of any Call-off Contracts to reflect that Approved Organisation's specific needs. There is a need to create an options appraisal and strategic case for the development, delivery and ongoing management/maintenance of a public libraries data platform. The Arts Council are looking to contract a partner to develop a set of options and strategic proposals that will allow the sector support organisations and central government to understand the scale of the issue/the current position, give a defined set of potential sources, processes and governance for data and establish frameworks and compliance for their collection, storage and interrogation. The successful contractor will lead on the strategic planning, creation and appraisal of a range of options that would allow for the development, implementation and sustainable delivery of an open data platform for English public library data. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
