Support of Early Recovery Process in Ukraine with the Ministry of Restoration

The project will build on the results of the Good Governance Fund (GGF) support for local recovery planning by assisting the Government of Ukraine (GoU) and target hromadas (communities) in supporting Ukraine's priority of rebuilding the nation and fostering long-term development. The project will pursue its objectives by delivering across three distinct workstreams: Policy development: The project will assist the Ministry for Restoration (MfR) in developing the State Regional Development Strategy 2024-2027 Action Plan. Institutionalisation of recovery planning: Building on the results of previous work, the project will work with five hromadas to institutionalise recovery plans, through providing training and expert assistance. Programming to revitalise local economies: The project will conduct a series of pilot initiatives by identifying and supporting local economic development initiatives to help create new employment opportunities and strengthen social cohesion to boost local economies and facilitate the sustainable recovery of war-affected communities.

Prosecutor General Office Assistance project

This project presents an opportunity for the MF2 to contribute to the rule of law and anti-corruption reform in Ukraine, which was determined as one of the GGF MF2 thematic priorities and enhance the UK's reputation as a supporter of reform among other major donors. In case of successful results this TA may be continued in further phases, helping the PGO with its reformation and turning into an effective and trusted institution, ensuring fair justice for citizens and businesses in Ukraine. The expected outputs are: • Functional analysis of the PGO Investment Protection Department pre-trial investigation supervisory function and analysis of best international practices related to investment protection, as well as PGO's approach to communications with business community. This will result in a description of the current processes "as is" and as defined by the regulations "should be". • Methodological guidance for public prosecutors on investment protection and interaction with businesses, filing complaints. Providing recommendation on target processes to be embedded. • Training manual on reengineered processes for prosecutors in the central and regional PG offices and communications capacity building for the PGO Investment Protection Department and Press-service.

Project objectives: The project will respond to the government's request by providing technical assistance to assess the impact of Russian attacks on Ukraine's energy system and use this as input to produce a set of forecasting scenarios to foresee energy system developments as the war progresses. Once the scenario modelling is complete, the project will use forecasts resulting from scenario modelling to inform policy options, such as those presented as part of the National Recovery Plan, as well as feasibility studies for individual projects best positioned to address the war-related loss of energy infrastructure. Finally, the insights from these assessments and studies will inform the development of an updated Energy Strategy that will provide guidance for the long-term post-war development of the energy sector aligned with the Ukraine-EU Association Agreement and the Paris Agreement. Due to the volatility and unpredictability of the situation, the project will be implemented in two distinct phases: • Phase 1 (October 2022 - January 2023) dedicated to the analysis of risks and potential impacts, determination of assumptions, development of scenarios and delivery of theoretical training of the representatives of the Ministry of Energy on data gathering and preparatory work on scenario modelling, as well as the update of the Energy Strategy of Ukraine document (excluding the supporting documentation). • Phase 2 (January - March 2023) is dedicated to the development of the implementation plan and all supporting documents for the updated Energy Strategy of Ukraine, and delivery of the practical training to the representatives of the Ministry of Energy on the operation of the TIMES (The Integrated MARKAL-EFOM System) model generator for the long-term scenario modelling and interpretation of the resulting data.
