Property Flood Resilience Framework (PFR2)

The Environment Agency (EA) has successfully awarded a framework to enable PFR schemes to be delivered successfully. It will help ensure that residential and commercial properties are better protected from the threat of flooding. The Framework includes two Lots: - Lot 1: Survey, Options & Quality Assurance. - Lot 2: Detailed Design & Construction. The Framework will be delivered through a Regional single organisation model, aligned to the EA's Integrated Delivery Teams (IDTs). Each of the six EA hub-based IDTs has its own Lot 1 and Lot 2 organisation (for clarity, a single Lot 1 provider AND a single Lot 2 provider in each hub). Regional Lot references are shown below: Lot 1: 1a. North-East (NE) 1b. North-West (NW) 1c. Midlands 1d. South-West (SW) 1e. South-East (SE) 1f. Eastern Lot 2: 2a. North-East (NE) 2b. North-West (NW) 2c. Midlands 2d. South-West (SW) 2e. South-East (SE) 2f. Eastern The Framework will run for a maximum of four years (initial two year period plus one optional two year extension). This framework is primarily intended to meet the needs of the Agency. However, services/works may be provided on the same terms to the Department for Environment, Food and Rural Affairs, and to its associated bodies including any Agencies and non-departmental public bodies, others (the Defra Group) and any other Flood Risk Management Authorities designated under the Flood and Water Management Act 2010. The Agency may also require the provision of the services/works to members of the aforementioned Defra Group via the Agency, rather than directly. CP2429-23 Long Brook Street and South Pool Property Flood Resilience

The project is to deliver community flood schemes in the village of South Pool in South Hams and Longbrook Street in Exeter. Eight houses on South Pool and four properties in Longbrook Street will undergo Property Level Flood Resilience (PFR) works with the aim to improve preparedness and resilience to the flood events which South Pool and Longbrook Street experience. This commission is to finish off an existing PFR scheme where the previous contractor unfortunately went out of business. Measures included in this scheme are: flood doors, demountable flood barriers, flood windows, non-return valves, air vent covers and puddle pumps, some of the required products are to be bespoke made in timber by the contractor. Property flood risk surveys have already been completed by JBA Consulting and where required Listed Building Consent has been applied for and granted by the Local Planning Authority. It will be essential that the new supplier delivers the required products in strict compliance of the existing consents that have been granted. Additional information: The authority reserves the right to cancel the procurement process at any stage. The authority does not bind itself to accept the lowest or any quotation, and reserve the right not to award a contract. The authority reserves the right to award the contract in part, or to call for new quotations should they consider this necessary. Economic operators remain responsible for all costs and expenses incurred by them or by any third party acting under instructions from them in connection with their participation in this procurement, whether incurred directly by them or their advisors or subcontractors and regardless of whether such costs arise as a consequence direct or indirect of any amendments to documents issued by the authority at any time, or as a consequence of the cancellation of the procurement by the authority. For the avoidance of doubt, the authority shall have no liability whatsoever to economic operators or their advisors or subcontractors, for any of their costs, including but not limited to those for any discussions or communications. Any contract(s) or agreement(s) entered into as a result of this contract notice shall be considered as a contract(s) or agreement(s) made under English law and subject to the exclusive jurisdiction of the English courts. If an economic operator considers that any information supplied by it during this procurement process is commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity as well as the duration of that sensitivity specified. Economic operators should be aware that even where they have indicated that information is commercially sensitive, the authority may disclose it pursuant to the Freedom of Information Act 2000 in response to a request for information where such disclosure is considered to be in the public interest.
