PS24157 - Research looking at Respondents who don't engage in Early Conciliation

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the CCS RM6126 Research & Insights DPS. Brief Description of Requirement At Acas, our purpose is clear. We exist to make working life better for everyone by promoting healthy working relationships and addressing disputes and conflict in the workplace with a specific focus on reducing the cost of conflict in the workplace. The Acas conciliation service we provide is vital in achieving our purpose. Acas promotes the early resolution of claims to the Employment Tribunal (ET) in order to avoid a dispute escalating to a full hearing, by means of its conciliation service. Acas Individual Conciliation incorporates both Early Conciliation (EC) (which happens before formal notification to the Employment Tribunal is made by the claimant on an ET1 form) and Post-ET1 conciliation, which happens after the ET1 form has been submitted (more detail on this is given in the next section). 'Individual' is used to distinguish the service from Collective Conciliation, Acas's longstanding service for resolving collective employment disputes.

This procurement is being concluded following a mini competition under the CCS RM6126 Research & Insights DPS Brief Description of Requirement This project will conduct research with the future electricity networks workforce and other relevant stakeholders (e.g. major networks employers) to provide evidence of the barriers and motivations of those with the relevant skills to working in the sector, so that steps can be taken to overcome barriers and to leverage motivations. This will include mixed methods research (surveys, interview/focus groups) with students studying relevant subjects, qualitative research with a group of recent graduates in relevant subjects who have gone into networks and nonnetworks roles, and qualitative research with other stakeholders such as major networks employers and educational institutions. This research will play a vital role in supporting long-term policy development for the networks sector and will also aim to provide insights in the nearer term to support existing government and industry commitments, including those announced in the Transmission Acceleration Action Plan.1

Brief Description of Requirement The UK has made significant strides in improving the energy efficiency of its domestic housing stock over the past 50 years in order to reduce its carbon emissions and tackle fuel poverty. However, as the worst performing tenure type compared to social rented and private rented homes (57% of owner-occupied homes in England fall below EPC band C ), enhancing the energy efficiency of the owner-occupied property sector remains a key challenge. As the UK seeks to increase the future rollout of domestic energy efficiency measures to reduce its carbon emissions and tackle fuel poverty, evidence on the critical success factors (and barriers) to the consumer adoption of past energy efficiency measures in the owner-occupied space (e.g. double-glazing), and their application to the consumer take-up of future measures, remains scant and dispersed.
