Provision of Leicestershire Holiday Activities and Food Programme - Holiday Clubs

Leicestershire County Council (the Council) is conducting a procurement to establish a Dynamic Purchasing System (DPS) in accordance with the Light-Touch Regime requirements of the Public Contracts Regulations 2015.\r \r The Council is inviting Providers to join the Leicestershire Holiday Activities and Food (HAF) Programme DPS to supply holiday club places to children resident in Leicestershire who are eligible to receive benefits-related free school meals. HAF holiday provision is for school aged children from reception to year 11 (inclusive).\r \r The offer of free HAF holiday club provision will be available to all Leicestershire children in receipt of benefits-related free school meals. However, it is not expected that all eligible children will take up the offer of HAF holiday club places as attendance is voluntary.\r \r We are seeking provision to be delivered across the County and particularly targeting areas of greatest need. The holiday clubs will take place during the Easter, Summer and Christmas school holidays.\r \r Holiday club provision must provide each child with; a healthy meal; engaging and enriching activities; opportunities to be physically active; nutritional education. Provision must also ensure that each child's family develop their understanding of health and nutrition, and are signposted towards other information and support, for example, health, employment, and education.\r \r The DPS will run for an in initial period of 2 years and 2 months from 1st November 2022 with the potential to extend in yearly increments for up to three years.\r \r Providers can submit an application to join the DPS at any time during the life of the DPS. The deadline for receipt of applications for Round 1 of the DPS is 12:00 12th September 2022. Once a DPS round is closed, the next round will automatically open to receive further applications until the end of the DPS.\r

Summer Holiday (2024) Activities with Healthy Food for Children in Receipt of Benefits-related Free School Meals

The Council wishes to seek multiple Providers to deliver Summer Holiday Activities with Healthy Food for Children in Receipt of Benefits-related Free School Meals within the boundaries of County Durham.\r \r All providers must meet the required DfE framework of standards.\r \r There are two sources of funding available for Fun and Food Summer programme 2024:\r \r 1) DfE funding is for school aged children in receipt of benefits related free school meals - anticipated budget is £1,000,000\r \r 2) Durham County Council funding is for school aged children not eligible for DfE funded places but who have been identified as having other vulnerabilities identified (see below) - anticipated budget is £175,000\r \r There may be an opportunity that successful Providers' contracts may be extended to cover delivery in the Christmas school holiday period. At the sole discretion of the Council, providers will be identified and approached for Christmas delivery, this is likely to be dependent on successful achievement from the Summer 2024 delivery and Commissioners professional judgement.\r Additional information: Tender documents can be accessed free of charge at www.nepo.org using reference DN721332
