Energy Efficiency Framewor

Liverpool City Council wishes to commission a framework to align with the requirements of ECO4, and future ECO schemes, and wishes to extend this framework to permit spend of alternative funding for various energy efficiency works, subject to availability of funds.\r The Framework will be separated into two lots as below;\r Lot 1 - ECO delivery\r Lot 2 - Energy Efficiency Works (Grant and non-grant Funded)\r \r Overview of lots:\r Lot 1 - ECO Delivery\r This lot will permit the delivery of measures under ECO obligations through referrals to eligible suppliers.\r Referral of Opportunities for energy efficiency works and installation of insulation measures in eligible properties in relation to Energy Company Obligations (ECO) Flexible Eligibility\r All works are to be carried out under Ofgem guidance for measures and products.\r The delivery of Energy Efficiency work is considered specialist. As such there are only a select number of approved companies that are available nationally to undertake the work under the ECO grant funding. Contractors will need to be an OFGEM approved supplier and identified on OFGEMS approved supplier list for ECO works. This will be verified prior to acceptance of submission.\r \r Lot 2 \r This lot will permit the delivery of other Energy efficiency improvements works subject to future available funding (outside ECO grant funding)\r Subject to additional funding, LCC will instruct further Energy Efficiency improvements. This may be through internal funding or alternative funding streams. Suppliers are expected to deliver energy efficiency works, while complying with future Grant funding requirements\r Examples of improvements include, but are not limited to;\r Heating measures \r Insulation measures \r Replacement windows and doors\r Other enabling work related to energy measures install in accordance with PAS 2035 requirements.\r

Domestic Energy Retrofit Works

The invitation to tender (ITT) will be issued by Procure Plus Holdings on behalf of Cheshire East Council (Cheshire East Council) for their retrofit works programme. This competition is launched through Lot 3: Retrofit Managing Agents - Installation Delivery on the Retrofit Delivery Services DPS. Multi-measure retrofit works to 300 properties. Eligible measures are any energy efficiency and heating measure that is compatible with the Reduced data Standard Assessment Procedure (RdSAP), with the exception of fossil fuel heating and hybrid fossil fuel heating. We anticipate that the programme will consist of a mix of the following measures: • Cavity wall insulation • Loft insulation • External wall insulation • Internal wall insulation • Room in roof insulation • Flat roof insulation • Draught proofing • Air source heat pumps • Ground source heat pumps • Hot water cylinder insulation • Hot water cylinder thermostat • Heating controls • Battery storage • Low energy lighting • Underfloor insulation • Solar PV • Double Glazing • High heat retention storage heaters
