HVDC Major Works & Civils Framework

National Grid is an international Electricity and Gas Network Company and one of the largest investor-owned energy companies in the world, based in the United Kingdom with operations in the north-east of the United States of America. National Grid is looking to establish a multi-year High Voltage Direct Current (HVDC) Major Works & Civils Framework, primarily to service its growing HVDC requirements. The scope of this Procurement includes c.15 HVDC projects; certain projects, and other identified projects that it is currently anticipated will be of similar size and value and will be identified as infrastructure to enable the connection of 50GW of Offshore Wind by 2030 and Net Zero by 2050. The scope also comprises other as-yet unidentified additional major HVDC projects, the precise location and nature of which is not yet known but which will share the same key features as the other projects. National Grid's HVDC Major Works & Civils Framework includes but is not limited to civil engineering & construction works for National Grid's High Voltage Direct Current project portfolio, including construction of converter stations and installation of UHV cable. NGUK issued a contract notice with publication reference 2023/S 000-035469 on 1 December 2023 National Grid reserves its rights to utilise different procurement routes for converter civil works (i.e., turnkey delivery through the HVDC Converter Systems Framework) and cable civil works (i.e., turnkey delivery through the HVDC Cable Framework) on a project-by-project basis.

Modification of a framework agreement without a new procurement procedure

Modification of a contract under Regulation 71(1)(e) of the Public Contracts Regulations 2015 (PCR). The Department for Education (DFE) awarded the DfE Construction Framework, a multi-supplier construction framework made up of 3 value bands and 22 lots, to support its educational infrastructure delivery programmes and other initiatives (the 2021 Framework). The procurement was advertised in Contract Notice (2020/S 252-638043) and resulted in various contractors being appointed to the 2021 Framework as detailed in the Contract Award Notice (2022/S 032-083381). The Contract Notice and Contract Award Notice can be found here: https://ted.europa.eu/en/notice/-/detail/638043-2020 https://ted.europa.eu/en/notice/-/detail/83381-2022 The DFE intends to issue a variation agreement to the remaining 24 contractors appointed to the 2021 Framework (as detailed in the Contract Award Notice (save for those that have since become insolvent)) to modify the framework agreement to extend the duration of the 2021 Framework by 5 months for the reasons set out in this notice. The 2021 Framework commenced in December 2021, and was for a duration of 4 years with an expiry date of 30 November 2025 and an estimated value of £7bn. The proposed modification seeks to extend the duration beyond the 4 year term by a period of 5 months, meaning it will now expire on 30 April 2026. The 5 months extension period was not provided for in the originally awarded Framework. The DFE intends to vary and extend the 2021 Framework with all the remaining contractors originally appointed to the 2021 Framework and that variation will take place no earlier than the expiry of 10 days from the publication of this notice.

Lower Thames Crossing - Kent Roads

National Highways is the government company charged with operating, maintaining and improving England's strategic road networks. The Lower Thames Crossing (LTC) is a proposed new road connecting Kent, Thurrock and Essex through tunnels underneath the River Thames. The Programme will relieve the congested Dartford Crossing and approach roads and improve their performance by providing sufficient north-south road capacity. On the south side of the River Thames, the new road will link the tunnel to the A2 and M2 in Kent. On the north side, it will link to the A13 and junction 29 of the M25 in the London Borough of Havering. There are Three Main Works contracts in this Programme. This procurement is for the Kent Roads Contract only, which will interface with the other two Main Works contracts.
