Water Affordability Customer Research 2024

The supplier is required to undertake research with customers and consumers of water and sewerage companies in England and Wales to establish: - what holding water companies and their executives to account for the delivery of everyday services means to water customers, how this should be done, by whom, and what customers want from it - how to make this process accessible and engaging for a wide range of people to take part in what they feel is important for their water company to ask about or consult them on, in order to feed into and improve the everyday services (business as usual) they receive and five year water company business plans and how this should be done, including how they should be supported to participate in decision making with companies. - what they feel they are sensibly able to contribute to, to provide meaningful input to inform every day services and planning for future water and sewerage services and bills - identification of alternative approaches to direct customer engagement and out of these, which would be acceptable to customer and how this would fit into business planning - an output of this will be a set of principles and supporting models for holding companies to account and increasing customer engagement and representation in water companies This builds on CCW's published research of May 2020, which looked at how consumers wanted to be engaged around business as usual operations and water company business plans. Water Matters (2020)

Water Matters is a tracking survey of household customer views on their water and sewerage services. Therefore, the survey, methodology and analysis must be consistent with previous years to support robust trend analysis. In bidding for this contract, suppliers must be certain they can replicate the previous methodology in all respects. This must be a telephone survey of household water bill payers in England and in Wales. It must use the same sampling approach and quotas as in previous years i.e. a random digit dial landline survey sample with quota controls to +/- 5% of the most recent census data by region, plus a sample of mobile only households NOTE: Water Companies may commission additional Booster Surveys in conjunction with this contract. The contract value of £297000 (ex VAT) represents potential total value of spend related to this contract both directly from CCW and indirectly from Water Companies. Omnibus & Panel survey services

CCW wishes to appoint a market research agency to provide two research services: A. Omnibus surveys Currently, CCW commissions two to three omnibus surveys each year. These have covered a diverse range of topics such as ways of disposing of fats, oils and greases, and attitudes to tap and bottled water. B. Online panel surveys These have so far covered things such as SME awareness of the retail market and awareness of CCW. In February 2020, CCW launched WaterVoice, a six-month pilot of an online research community. This will provide qualitative views on all manner of water industry related issues. It is possible that this will trigger more need to have quick and flexible ways of validating WaterVoice views with a representative and robust sample of bill payers or consumers.
