Framework for the Provision of Specialist Works

The Council of the Borough of Kirklees (the "Council") is conducting this procurement process using the open procedure in accordance with the Public Contracts Regulations 2015 ("PCR"). The procurement documentation has been made available following the publication of the Contract Notice on the UK e-notification service. Tenders are invited by the Council from Contractors with relevant experience and ability to demonstrate sufficient capacity for the provision of Specialist Works (the "Works") under a proposed Framework Agreement. The Framework Agreement will consist of 4 Lots: Lot 1 - Damp Works & Miscellaneous Associated Works, estimated annual Value of £1,060,000 Lot 2 - Timber Infestation Treatment & Miscellaneous Associated Works, estimated annual value of £745,000 Lot 3 - Mould Eradication, estimated annual value of £600,000 Lot 4 - Solid Floor/Minor Structural Works, estimated annual value £30,000 The majority of the Works will be to social housing, but the Framework Agreement will also cover Works to schools and other associated council buildings. In addition to the above Works, Homes & Neighbourhoods may choose to procure specialist treatment works for larger schemes (estimated values £40k and above or more than 2 properties on the same footprint or block) by seeking competitive tenders/quotations/further competition for these works. Whilst this Framework has been designed predominantly for Damp Works and Timber Infestation Treatment Works, successful Contractors will be expected to undertake the associated works within H&N domestic housing properties. This will ensure that these Works do not have a detrimental effect on our tenants or on our KPI's for Void Properties. The anticipated commencement date for the Framework is 1st November 2024. The anticipated expiry date for the Framework is 31st October 2027 with the option to extend for a further 12 months thereafter. Framework Agreement for Installation and Repair (North East, Yorkshire and Humberside)

Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing. Procure Plus wishes to procure and enter into a framework agreement for the completion of planned installation and repair works in the North East, Yorkshire and Humberside. The works will predominantly be undertaken in social housing properties but may also be carried out in other public buildings. The framework agreement operates in such a way as to separate the completion of the works covered by the framework, from the procurement of the materials required, as described within the procurement documents. Contractors appointed to the framework agreement will be required to interact with and source certain materials from the suppliers who are appointed to other Procure Plus framework agreements (which are each subject to a separate procurement and contract notice). Contractors appointed to the framework agreement will also be expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market.
