CP2499-24 A38 Deep Lane Pedestrian Cycle Bridge

Contractor Involvement (ECI) for the A38 Deep Lane Pedestrian Cycle Bridge, using Hampshire County Council's GEN5-2 Framework, for a 2-stage approach. The approach is NEC Option E for Stage 1 ECI and NEC Option A for Stage 2 Construction. A38 Deep Lane Pedestrian Cycle Bridge is the highway infrastructure design and construction works, for a cycle bridge over the A38, connecting into existing highway infrastructure. Interactions with National Highways, Devon County Council, Plymouth City Council and private developers and land owners is required. The preferred bidder will take on the CDM roles of Principal Designer and Principal Contractor. The new pedestrian / cycle 80m bridge is to be designed and constructed across the existing A38 trunk road adjacent to the Deep Lane overbridge. This proposal will connect two major developments at the new town of Sherford and the Langage Business Park. The existing traffic signal junction on the south side of the A38 will be upgraded to add extra capacity and pedestrian / cycle signal phases. A new pedestrian / cycle route will be installed connecting to the existing route at Lyneham Lane via a proposed parallel crossing. The route will be constructed on the east side of Deep Lane, running across the new bridge and connecting to the southern junction. Stage 1 of this contract is estimated to commence on 13th August 2024 followed by a mobilisation period of up until 9th September 2024 and is estimated to operate until 23rd December 2024. There is an option to proceed to Stage 2 (Construction) at the procurers discretion and subject to achieving the requirements as set out in the Scope and associated tender documents. The programme for Stage 2 will be agreed with the Council should agreement be reached to proceed to Stage 2. Stage 2 is estimated to commence on 23rd December 2024 and is estimated to operate until 23rd December 2025.

Hampshire County Council invites applications from suitably experienced organisations who wish to be considered for selection to tender for the Generation 5 2024 - 2028 Civil Engineering, Highways and Transportation Collaborative Framework. The Framework will commence on 8th January 2024 and will be for a period of four years. You are invited on behalf of Hampshire County Council, to submit a tender for provision of works under the Gen 5 Framework in accordance with the tender documentation.  Please note you are only invited to tender for those Lots applied to and unless notified of exclusion, successfully shortlisted for Invitation to Tender.   Please note from the ITT paragraphs 8.7 and 8.8. Generation 5 (Gen5) Civil Engineering, Highways and Transportation Collaborative Framework 2024 - 2028

This Framework replaces the Contracting Authority's current Gen 4-1, Gen 4-2 and Gen 4-3 Frameworks. These support the Universal Services Directorate Highways, Engineering and Transport team in procuring their civil engineering, highways and transportation infrastructure development related construction works. Further details are within the Lot descriptions. This is a lotted framework with a number of suppliers on each Lot. Each Lot is designed around project value i.e. small value, mid value and high value projects and with some geographical scope lotting (see Lot 2 East/West). Lot Project Values The Framework consists of Lots split by project value as follows: Lot 1 - up to £350k Lot 2 - East or West up to £5 million Lot 3 - £4m-£25 million Lot 4 - £20m-£175million Lot anticipated spend under the Framework Lot 1 - £5m-£6million Lot 2 East and West - £35m-£50million Lot 3 - £40m-£70million Lot 4 - £50m-£150million Geographical Scope The Lots have varying geographical coverage as set out below: Lot 1 - the County of Hampshire including Portsmouth and Southampton Lot 2 East - the counties of Buckinghamshire, Oxfordshire, Berkshire, Hampshire, Isle of Wight, Surrey, West Sussex, East Sussex and Kent Lot 2 West - the counties of Gloucestershire, Wiltshire, Dorset, Somerset, Devon and Cornwall Lots 3 and 4 - the counties within Lot 2 East and West combined and mentioned above.
