The Employer wishes to have the design and construction of the following work carried out: The design, construction and handover of 59 Nr domestic dwellings together with site preparation, mains drainage, utility installations as well as associated external works and landscaping as per section 1-17 of the contract documents. This contract is let on a JCT Design and Build Contract and has been divided into two distinct phases. Phase 1 entails all relevant investigation works, surveys, and infrastructure development for the entire site, along with the construction of 59 dwellings. Phase 2 may be awarded depending on the performance and ability to negotiate a contract sum and will be a variation of the JCT Design and Build Contract. The award of phase 2 will be at the sole discretion of the employer and will involve the redesign and construction of the remaining 54 dwellings This underlying contract is awarded Via a Direct Selection from lot 3B of the EN:Procure Framework Agreement for New Build Housing dated 17th December 2019 (OJEU Contract Notice 2019/ 1217-006662)

EN:Procure Ltd. (ENP) is a social housing regeneration consortium based in North of England. ENP specialises in the procurement of goods, works and services for the construction and maintenance of social housing properties.\r \r ENP wishes to procure and enter into a framework agreement with multiple contractors for the new build construction of residential and commercial buildings. The scope of works undertaken via the framework agreement will include design, site preparation, site remediation, associated civil engineering and infrastructure works, new build construction, refurbishment and the development of various property types, including mixed use developments incorporating commercial or public infrastructure and or buildings. Call offs under the framework may be undertaken on a on a single stage or multi-stage call-off basis, with provisions for early contractor involvement.\r \r List of the lots:\r - Lot 1 - Schemes up to a maximum of 10 units\r - Lot 2 - Schemes of between 8 - 45 units\r - Lot 3 - Schemes of between 30 - 100 units\r - Lot 4 - Schemes of 70 units or over\r \r The contractors will be expected to complete the works to a high standard and are expected to share ENP's commitment to regeneration, specifically the creation of training, work placement, educational activity, direct and shared apprenticeship, and new employment opportunities. Direct Selection via the EN:Procure Framework for the provision of New Build works, dated the 7th day of August 2019 under Lot 3 - New build construction of schemes between 30-85 units. (OJEU Contract notice - 2019/S 151-371485; OJEU Award Notice - 2019/S 238-582841) for the scheme anticipates delivering 70 new dwellings and has previously been refused at planning due to insufficient social housing provision. The Employer is seeking early contractor involvement to assist in the resubmission of the planning application during the "no fee" resubmission period, to establish the extent of the site constraints, undertake site surveys and investigations, and develop the most economically viable scheme possible on this site.
