Independent Supported Living Service for Adults with High Level Needs Flexible Framework - Initial Round

The purpose of this Flexible Framework Agreement (FFA) is to create a list of Providers who can offer high quality independent supported living services for adult with high level care and support needs. In order to deliver this Contract, you will be required to evidence that you hold current CQC registration for the provision of Personal Care for the particular client group you are bidding for and have a proven track record of delivering similar services. The Council is creating this FFA without restrictions to the number of Providers who can join, only that they meet all the requirements of the application process and Service Specification. The Flexible Framework Agreement (Contract) will be an open framework for new applications every three months throughout the duration of the Contract to give Providers the opportunity to join the FFA during its life. The Contract consists of 2 Lots: Lot 1 - Learning Disabilities and / or Neurodevelopmental Disorders Lot 2 - Mental Health Needs Applicants may apply for one or both lots. Suppliers will be required to express interest in this opportunity on the NEPO ProContract system. If not already registered on ProContract please register at the following link: https://procontract.due-north.com. Suppliers will then be granted access to the application documentation - Project Number DN714950. Please note that registering on ProContract and expressing interest does not mean that you have bid for the tender - once the above steps are complete you will be required to complete and submit the flexible framework application documentation.

Supported Living Approved Provider List

The Borough Council of Calderdale (the Council) invites Tenders from Tenderers who wish to be considered for the provision of Personal Support in Supported Living Services (Approved Provider List) (the "Service"). It is anticipated that the contract will commence on the 1st April 2023 for a period of eight (8) years with an option to extend for one (1) further period of 24 months. Supported Living is a combination of housing and support for people with a learning disability and/or mental health needs. This model of support allows people to have their own tenancies with a Registered Social Landlord and receive support to live their lives and be as independent as possible. Support includes personal care and tenancy related support. The vision for supported living is to make sure that all adults are able to have an independent life, within their own home, live within their own community, and with assistance from support staff they are able to do this. The Provider shall provide a person-centred service for adults ("Tenants") with assessed eligible social care needs who live in supported living accommodation. It shall focus on what Tenants can do for themselves, either independently or through natural networks of support. There will be a greater emphasis on skills to strengthen a Tenant's independence and rebuilding a Tenant's confidence thereby maximising their independence. PLEASE NOTE: Tenderers should note that there may be a delay to the start date of up to 6 months to enable an effective consultation and mobilisation process. The Council will inform Tenderers/successful Tenderers of any delays to the start date as soon as practically possible.
