WP4072a - Oakwood School Expansion - Druids Walk - AWARD

Walsall Council is looking to appoint a single competent contractor on the CWM Framework (Lot 1) to extend the current provision within the school to provide additional classrooms to facilitate non ambulant pupils. Oakwood School is a specialist provision for children aged 3 - 14 years with complex educational needs. The school is commissioned for 238 places (September 2024). The project involves the demolition of the existing outdoor classroom structure to make way for a new single-storey extension. This extension will accommodate two classrooms, WCs, fully equipped hygiene rooms, a medical room, and a link corridor connecting to the main building. Accessibility is prioritised with the inclusion of wider than standard doorsets and two new external access ramps designed to comply with current standards. All rooms will contain H-track ceiling hoists, and the hygiene and medical rooms will feature specialist equipment to meet the diverse needs of pupils, including height-adjustable basins and changing beds. The new build incorporates integrated mechanical and electrical (M&E) services, including the installation of energy-efficient LED lighting, new heating and mechanical ventilation systems, and the necessary extensions to the existing fire and intruder alarm systems to ensure compliance with safety standards. Externally, hard landscaping will be reinstated around the new extension to match the existing finishes. The site will remain a live environment during the works and will remain in use. The works must be completed by 22 August 2025 to ensure the provision is in place for the September 2025 term.

WP4059a - New Art Gallery - Heat Decarbonisation - AWARD

The Council is looking to appoint a single competent principal contractor to undertake decarbonisation works at the New Art Gallery Walsall. The project comprises of the following items to be partly funded by Salix via the PSDS 3c: o Strip out and removal of the existing gas boilers. o Replacement of the inverted roof system with new warm roof deck on the 4th floor to provide a 20-year insurance back warranty. o Installation of new handrail system to the roof and bigfoot system for ASHPs. o Installation of new ASHP and Water to Water Heat Pumps. o Associated fire-stopping works. The Council procured expert consultants to undertake carbon auditing across its estate including leisure facilities. For the New Art Gallery the following measures have been recommended, funding permitting: o Installation of an air source heat pump. o Installation of secondary glazing. o Installation of tap flow restrictors. o AtkinsR?alis have made a strategic assessment of the economic and sustainable approach which is the installation of a renewable heating system (air source heat pump). The proposal is to install: - Install a Mitsubishi NX-N Range air source heat pump with a 400v 3ph 50 Hz Phase Power plus DOL starter. - Install an accompanying Mitsubishi EW-HT range water-to-water heat pump with a 400v 3ph 50Hz Phase Power output. - A structural survey has been undertaken identifying the lower roof of the Gallery as being the only suitable location for the air source heat pump to be installed. The loading of the unit is to be spread using a Big Foot load spreading system. - The annual forecast energy savings following the works is estimated to be 270,684kWh. - Reduce the carbon emissions by 86.04tCO2 per year based on the Salix PSDS 3C application. - The investment will provide an immediate impact on the heating and energy demands of the Gallery. Programme Designs provided within this tender are up to RIBA Stage 4. The Council aim to award the contract by 7th March 2025 and works to be completed at the earliest opportunity subject the manufacturing lead times/weather conditions, envisaged July 2025. The route to market being used is a direct award under the Pagabo Decarbonisation Solutions framework. The framework is 0.25%, which is charged monthly to the winning contractor. Budget Circa ?798,000.00 of which ?332,583.99 comprises of grant funding provided by Salix. Under the grant funding terms, all grant funding must be drawn down and spent by the 31st of March 2025.
