CO0431 Holiday Activity Fund 2024

The Department for Education has provided Essex County Council with funding in order to deliver the holiday activity and food programme (HAF) across Essex during the Easter, Summer and Winter school holidays. Active Essex will be managing the programme on behalf of Essex County Council. Active Essex and Essex County Council will also be managing the HAF programme on behalf of Thurrock Council. Across Essex and Thurrock the programme is called Essex ActvAte. \r \r Essex ActivAte will engage and support young people and families who are eligible for benefits based free school meals and families most in need. The programme will provide free and inclusive holiday clubs across the county that will include a range of fun physical and enrichment activities, a free nutritious meal, nutritional education and mentoring and support for the young person and whole family. The programme aims to improve health generally, including, crucially, mental health and aim to provide the families with the knowledge and support to live healthier, happier lives. \r \r We are looking for delivery partners or consortiums who can lead and deliver Essex ActivAte clubs across Essex and Thurrock during the main school holidays. \r \r The estimated funding per provider is £300,000

Framework Agreement for the provision of Enfield Holiday Activities and Food Programme (HAF)

Please Note: This opportunity is closed and this is the Award Notice for the Framework Agreement, Lot 1 - Universal HAF provision with 12% of spaces for children and young people with low level SEND. The contracting authority has established an appropriate vehicle to utilise experienced and pre-qualified organisations to provide grant funded places at holiday clubs during the longer school holidays. These holiday club places will provide children with at least one nutritious hot meal each day, as well as a range of physical and enriching activities. This programme is targeted at school aged children from reception to year 11 (inclusive) who receive benefits-related free school meals. This funding will be dispensed from the Holiday Activities and Food (HAF) programme grant that has been allocated to London Borough of Enfield by the Department for Education. The contracting authority requires a wide range of opportunities for eligible children and young people (CYP) to take part in, that are local to where they live, and could be: - Face-to-face activities providing a range of activities; for at least four hours per day - Provision could include 'open access' activities that do not require advance booking, providing that the activity is targeted to geographic areas of highest need for the age group - An offer for children and young people who have SEND; this could include more specialist provision that is exclusively for children with SEND Organisations will be able to apply to run provision exclusively for HAF eligible children or offer several places within an existing provision that also offers paid places. HAF services shall take place during the Easter, Summer and Winter school holidays each year for a total of 6 weeks: - Easter = 1 week (4 days) - Summer = 4 weeks (16 days) - Winter = 1 week (4 days) The Framework Agreement, for Lot 1, will run for a period of 2 years, with an option to extend annually up to a further two years at the contracting authority's full discretion. However, the procurement process for Lot 2 (Specialist HAF SEND provision) was discontinued due to an insufficient number of compliant tenders. The estimated total award value given within this award notice is for Lot 1 and based on the full duration of the Framework Agreement, which could be up to four (4) years. The estimated annual value for Lot 1 is approximately 1,175,000 GBP. There will be no form of exclusivity or volume that is guaranteed under this Framework Agreement and the contracting authority will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the established Framework Agreement. The services advertised in this notice fall under the services listed in Annex XIV to Directive 2014/24/EU of the European Parliament and of the Council and chapter 3 of The Public Contracts Regulations 2015.

The Holiday Activities and Food (HAF) Programme is a national programme that supports school age children and young people receiving benefits related free school meals (FSM). HAF aims to improve outcomes for these children by offering healthy food, and opportunities to participate a range of activities during the school holidays. Each local authority receives funding from the Department for Education (DfE) to deliver the HAF programme which provides eligible children with free access to holiday activities and a meal during Easter, Summer and Christmas school holidays. The Council has been allocated funding to coordinate the delivery of the HAF programme across Leicestershire and a portion will now be used on the provision of Junior Gym Memberships.
