Mental Health Support Service (ATW: MHSS)

The Department for Work and Pensions wishes to establish two (2) contracts, each with a different supplier, to deliver Access to Work (AtW): Mental Health Support Service under the Access to Work Programme on a national basis (excluding Northern Ireland). In respect of each contract, services are to be delivered throughout England, Wales and Scotland. A contract will be awarded for an initial referral period of four (4) years (plus an initial implementation period of up to 10 weeks), with the option to extend by up to an additional two (2) years. There will a payment tail of 332 days following the referral period. The anticipated value for the Programme for the initial four years + additional two years will be £50,117,210 exc. VAT (£60,140,652 inc. VAT) across both AtW: MHSS Contracts. The requirement will be procured through a "Mini-Competition" through the National Lot on the DWP's Commercial Agreement for the provision of Employment and Health Related Services ("CAEHRS"). CAEHRS is a framework-style agreement for services listed in Schedule 3 of the Public Contracts Regulations 2015 and Schedule 3 of the Public Contracts (Scotland) Regulations 2015. This opportunity is restricted to suppliers who are registered on the National Lot (Lot 8) of CAEHRS. No supplier may be awarded a contract under more than one Lot. Lifecourse Healthy Weight Services

The subject matter of this process relates to the delivery of services which are listed in Schedule 3 of the Public Contract Regulations. Oxfordshire County Council has awarded a contract for Healthy Weight Support Services in Oxfordshire. This will support and enable residents across the life-course to achieve and maintain a healthy weight by offering a range of universal preventative initiatives at tier 1 and healthy weight services at tier 2. The service will work with system partners across the pathway to ensure an efficient use of resources and a streamlined pathway of care between tiers 1-4. It will avoid perpetuating weight stigma and use co-production approaches in the design of healthy weight services. A key element of this service will be to engage population groups with high overweight and obesity prevalence (such as those living in priority neighbourhoods and those from ethnic minority communities) in order to tackle health inequalities. We are aiming to increase the number of adults, children and families who are a healthy weight as part of the Whole Systems Approach to Healthy Weight in Oxfordshire. The tier 1 and tier 2 multi-component life-course healthy weight service for Oxfordshire outlined in the service specification is expected to support the range of interventions which contribute to achieving this. The Contract commenced on 1 June 2024, with service delivery commencing from 1 September 2024. The Contract period is expected to expire on 31 March 2028. The Council has the option to extend the term of the contract for an additional 3 years in aggregate (until 31 March 2031).

P1006 - Adult weight management disability service and children and families weight management service - AWARD

The Council wishes to establish Contracts for the provision of two Public Health Services: Adult Weight Management Disability Service and Children & Families Weight Management Service. The Services have been split into 2 Lots as listed below: Lot 1: Adult Weight Management Disability Service A minimum 12-week, Tier 2 NICE evidence-based weight management programme including: o A thorough assessment of the individual to understand their needs o Resources and programme design that is accessible for all with a disability; this includes session content, follow on content and any activities engaged in during the programme, particularly physical activity. o Consideration of other contributing factors such as medication/underlying health conditions and how they affect the individual and their ability to change o The staff who deliver the intervention must be personable and flexible in their approaches to support people. o Open to participants who are awaiting surgery but need to lose weight to be able to have the surgery; introductory periods and nutritional support should be provided in the first instance. o Partnering with local and national charities and organisations in the engagement and coproduction of this service The contract for Adult Weight Management Disability Service will last for a period of 2 years commencing 2nd January 2024 with an option to extend for a further period of 2 years (2+2), subject to satisfactory performance and budgetary availability. Lot 2: Children & Families Weight Management Service The Service will provide safe, effective, age-appropriate, evidence based, Tier 2 behavioural weight management support for children aged 5-12, who have a BMI Z-score over the 91st centile and their families, to move towards and maintain a healthier weight. The contract for Children & Families Weight Management Service will last for a period of 2 years commencing 2nd January 2024 with an option to extend for a further two 12-month extensions (2+1+1) subject to satisfactory performance and budgetary availability. Bidders may bid for one or both Lots however, separate contracts will be awarded for each Lot. In the event that one Provider bids for both Lots and is successful for both, the two contracts will be awarded to the Provider.
