National Framework for Decarbonisation Solutions

Added Value Portal t/a Pagabo, acting on behalf of Hull City Council, is looking to establish a framework of Contractors who are capable of providing Decarbonisation Solutions. The framework will cover all UK Public Sector Bodies (excluding the Health Sector and NHS Trusts). The opportunity will consist of four value banded lots that cover Contractor delivery for a four-year term. The procurement will involve a single stage process following a Public Contract Regulations 2015 Open Procedure. This Framework Agreement is being advertised and tendered, so it can be utilised by all public sector bodies in the UK (excluding the Health Sector and NHS Trusts, the full list of applicable public sector organisations is available in the Tender synopsis on Pagabo's In- Tend portal - https://in-tendhost.co.uk/pagabo/aspx/ProjectManage/1270. Notting Dale Heat Network - Contract for Design and Build (Secondary and Tertiary Networks) - Ref 269

The Lancaster West Estate in North Kensington is undergoing a comprehensive refurbishment of its social housing and landscaping with a deep energy retrofit to improve its energy performance. The Notting Dale Heat Network is to be delivered and operated by a Special Purpose Vehicle (SPV) wholly owned by the Council, Notting Dale Heat Network Ltd. It is RBKC's ambition that it will be the most reliable and proactively maintained heat network in the UK. The initial phase of the Project is to serve the Lancaster West Estate (LWE) for which the intended heat users include around 800 residential units, a school, a large Council-owned leisure centre and business units for SMEs (Baseline Studios). This project forms the second part of the Procurement strategy to support the Heat Network delivery. The Authority is conducting procurement for the design and construction of the Tertiary Networks and all internal (above ground) sections of the Secondary Networks within the Notting Dale Heat Network. The D&B works for this contract package will comprise: 1. Installation of the above-ground pipework that forms the Secondary Networks serving residential blocks, including the heat interface unit (HIUs) that serve each flat, together with strip out and disposal as appropriate of existing communal heating supply systems. 2. Installation of the Tertiary Networks serving each flat comprising: thermostatic controls, radiators, valves and small diameter distribution pipework; and strip out and disposal of the existing heating systems. 3. On completion of the above works to each block, a permanent connection to the Heat Network is required as soon as the latter has become operational, and undertake test & commissioning. The D&B Contract period is for 4 years from 9 June 2023 to 9 June 2027. Flexibility in delivering these works within this 4-year period is key, with at least 4 months' notice of work commencement to be given to the D&B Contractor.
