Support and advice services for multiple disadvantaged vulnerable adults

The Council is conducting the procurement exercise under the Light Touch Regime (LTR) Design Procedure set out in chapter 3 section 7 of the Public Contracts Regulations 2015 (PCR 2015) and the Public Procurement (Amendments, Repeals and Revocations) Regulations 2016.There is a requirement for the provision for multiple disadvantaged vulnerable adults. This often leads to health problems and social exclusion being exacerbated and the potential to rely on crisis or statutory services and high-cost care later in life. Citizens in scope will be experiencing or have experienced two or more of the following: • substance misuse;• poor mental health;• a history of repeat homelessness; • a history of offending;• those who experience serial exclusion from services or are at risk of exclusion from mainstream services.

The Contract is for the Provision of: o Lot 1 - An Alcohol/Violence Out of Court Disposal Intervention Scheme for offenders who commit acts of physical or verbal violence, excluding Domestic Abuse, against either persons or property, whilst under the influence of alcohol; and to provide basic treatment for the alcohol abuse and the underlying aggressive behaviour it triggers. o Lot 2 - An Alcohol and Domestic Abuse Out of Court Disposal Intervention Scheme for low level Domestic Abuse offenders, both intimate partner and wider family members, where the offences committed are accompanied/exacerbated by excessive consumption of alcohol. The intervention will integrate basic treatment for the alcohol abuse and the abusive behaviour.
