GSEEH LAD2 - All Consortia

Fast mini-comp tender for LAD2 scheme managed by Warmworks Scotland to recruit suppliers on the Local Area Delivery Schemes 2. The Clean Growth Strategy commits the Government to upgrade as many homes as possible to Energy Performance Certificate (EPC) Band C by 2035, where practical, cost-effective and affordable, and for all fuel poor households, and as many rented homes as possible, to reach the same standard by 2030. Just under half (44%) of social rented homes, approximately 1.8 million, have an EPC rating below C. The GSEEH sets out to improve low energy performance homes in England by installing eligible measures. The primary purpose of the GSEEH is to raise the energy efficiency rating of low income and low EPC rated households (those with E, F or G rated, although D is also in scope but will be subject to a cap to be determined), to deliver the following outcomes: a. Tackle fuel poverty by reducing energy bills for low-income households by improving the energy efficiency of their home; b. Deliver cost effective carbon savings to carbon budgets and progress towards the UK's target for net zero by 2050; c. Support economic resilience and a green recovery in response to the economic impacts of Covid-19, creating thousands of jobs; d. The phasing out of the installation of high-carbon fossil fuel heating and reducing emissions and improving air quality; and; e. Utilise the role of Local Energy Hubs to build Local Authority capacity and supply chains to deliver energy efficiency at scale. Servicing and Repair of Gas and Renewable Heating Equipment (Domestic and Commercial)

Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing. Procure Plus wishes to procure and enter into a framework agreement for the servicing and repair of gas and renewable heating equipment. This will cover the annual servicing, maintenance, and repair of domestic gas fired central heating installations, domestic miscellaneous gas appliances, solid fuel appliances and domestic renewable heating systems. It will also cover the annual servicing, maintenance, and repair within domestic and non-domestic settings of commercial gas fired heating installations, HVAC systems and commercial renewable heating systems. The servicing, maintenance and repair of renewable heating systems covers both air source heat pump and ground source heat pump systems for both domestic and commercial heating equipment. In accordance with the provisions of the Public Contract Regulations 2015 (63)(7), Bidders on Lot 1and Lot 2 are advised that Contractors who are appointed to this framework agreement will not be permitted to sub-contract the responsibility for the service, maintenance, and repair of gas appliances. Due to the business criticality and risk to both the customer organisation and the resident, the responsibility for the service maintenance and repair of gas appliances will be the responsibility of the Contractor who is appointed to the framework agreement. Contractors appointed to the framework agreement will be permitted, with the agreement of the Customer, to utilise subcontractors to complete the works required to solid fuel appliances and to supplement the service, maintenance, and repair of gas appliances in exceptional circumstances. For example, additional volume caused by extreme weather conditions and / or the geographical spread of properties. Bidders are permitted to sub-contract the responsibility for the service, maintenance, and repair of renewable technologies within scope of the framework agreement.
