RDE 414 - Biosecure Procurement Requirement Pilot Evaluation: Phase 2

Purpose: To design an evaluation framework and to then carry out an evaluation of the Biosecure Procurement Requirement (BPR) Pilot Phase 2. The purpose of the evaluation is twofold: (1) Impact - to assess whether and how the BPR is impacting on grant-aided tree planting / restocking and how the BPR is impacting the rate of uptake of the Plant Healthy Certification Scheme and applications for certification through the Ready to Plant assessment route and (2) Learning - to recommend any adjustments to the BPR design and administration required beyond the Pilot phase. Reporting from the first phase of the evaluation has highlighted research questions where there is a weak evidence base and where more data is required. It is therefore a requirement that the next phase of the evaluation aims to strengthen that evidence. This includes but is not limited to additional support for smaller nurseries, to determine the extent of the impact the BPR may have on planting rate and type and recommendations to support future roll-out. RDE 410 - Environmental Equity and Urban Planning Research

The aim of this project is to provide a robust evidence base that can be used by the Environment Agency to consider how it could support the planning system to deliver better outcomes for environmental equity. It will involve a combination of quick scoping review, social research and theory of change methods: - A quick scoping review (QSR) will identify and characterise the body of relevant academic and grey literature and provide a narrative synthesis on what it tells us about existing knowledge and thinking on planning as a mechanism for environmental equity. - Social research methods will generate insights into the perspectives, attitudes and experiences of planning and development practitioners (including Environment Agency staff) towards environmental equity, and the challenges and opportunities to its consideration in urban planning. - An initial Theory of Change will be developed in collaboration with Environment Agency staff, to help clarify our goal and understand the mechanisms through which to achieve our aims including the enablers, dependencies, barriers and stakeholders. UK PACT (United Kingdom Partnering for Accelerated Climate Transitions) Lot 2: Green Recovery Challenge Fund

UK Partnering for Accelerated Climate Transitions (UK PACT) is part of the UK’s Official Development Assistance (ODA) budget and responds to the critical global need for technical assistance to help developing countries implement their commitments under the Paris Agreement, recommendations from the UK’s Independent Commission for Aid Impact (ICAI)’s 2014 review of the International Climate Fund (ICF), and the Government’s vision for the UK’s global clean growth leadership to inspire others and support increased prosperity for the UK. The ultimate goal of the programme is to reduce poverty by maximising emissions reductions in developing countries in order to promote clean growth and avoid dangerous climate change. UK PACT strengthens relations with partner governments, builds capacity in key partner institutions, and raises the visibility of the UK’s work in this field. To deliver on these goals, the UK PACT programme is split across three components, for each of which a Delivery Partner was procured under a separate Lot. The UK PACT programme (and associated contracts) transferred from the Department for Business, Energy and Industrial Strategy (BEIS) to the Foreign, Commonwealth & Development Office (FCDO) on 1st April 2022. This Contract is Lot 2: Green Recovery Challenge Fund and is one of three Lots. Lot 1: Bilateral Country Programming and External Communications was awarded to Palladium International Limited and Lot 3: skill-shares and secondments was awarded to PA Consulting Services Limited

Quantifying the economic value of marine species recovery

This research is to quantify the benefits of marine species recovery that come about through protective measures such as Marine Protected Area designation, and the costs associated with activities which prevent such recovery.
