Notting Dale Heat Network - Contract for Design, Build, Operation and Maintenance (Ref:270)

***This notice relates to the Contract Award for the Design and Build Contract for the Primary Heat Network, and the Operation and Maintenance of the overall Heat Network*** The Lancaster West Estate in North Kensington is undergoing a comprehensive refurbishment of its social housing and landscaping, with a deep energy retrofit to improve its energy performance The Authority is conducting procurement for a design, build, operation and maintenance contract relating to the Notting Dale Heat network. The Notting Dale Heat Network is to be delivered and operated by a Special Purpose Vehicle (SPV) wholly owned by the Council, Notting Dale Heat Network Ltd. It is the Council's ambition that it will be the most reliable and proactively maintained heat network in the UK. The initial phase of the Project is to serve the Lancaster West Estate (LWE) for which the intended heat users include around 800 residential units, a school, a large Council-owned leisure centre and business units for SMEs (Baseline Studios). The Project is anticipated to expand through future phases currently being assessed. Detail is provided in the ISIT - 2A, Project Description and Objectives report. The Authority is obliged to conduct this procurement in full accordance with the Utilities Contracts Regulations 2016. The Authority will procure the Proposed Contract using the Negotiated Procedure with Prior Notice as set out in Regulation 47 of the UCR 2016, which provides a structure for this competitive tendering exercise. Suppliers will be required to express interest in this opportunity on Capital Esourcing. Bevin Court Heating Source System Renewal

The council seeks to procure a suitably qualified contractor to replace the existing gas boilers with a cascade heat pump system. This will include the combining of two heat pump technologies, air and water source. The new technology uses a cascade system that will enable continued use of the existing heating distribution network and existing radiators in residents' flats saving considerable cost.

Heat Networks Operation & Maintenance and Metering & billing Tender

Notting Hill Genesis (NHG) is looking to put in place four contracts for Heat Network Operation, Maintenance, Metering & Billing works. NHG are creating four contracts across two work streams which will be referred to as lots. The first lot will be for the Operation, Maintenance & Metering of our Heat Networks. Lot 1 will be divided into lot 1a and lot 1b in order to spread the work load of NHG heat networks across two suppliers. Suppliers are able to bid for both lots, but will only be able to win one of the lots. This is the same for the second lot Billing Systems. Lot 2 is divided into lot 2a and 2b for the different types of billing systems. Please note this is not a framework but 4 separate contracts. Please note the estimated value has increased from the PIN notice due to some additional works being added to the specification. Full details of the works can be found in the tender documents.
