Community Based Services

CONTRACT AWARD NOTICE- Community Based Services for individuals (including Children Services) with a learning disability, Mental Health, Autism, Substance Misuse, ARBD, ABI, Complex Needs and behaviours. The Services to which this Notice relates falls within the Regulation 74 of the Public Contracts Regulations 2015. Although the Council may voluntarily adopt certain provisions in the Regulations neither employment of any particular terminology nor any other indication shall be taken to mean that the Council intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulation 74. The Council may, from time to time, at its absolute discretion, undertake a renewal (Renewal) of this Contract during the Term. The Renewal may include, but shall not be limited to, varying the number, scope, extent and description of the Lots, Services and/or Charges (as the case may be), together with the appointment of additional (new) Suppliers.

Provision of Adult Disabilities Respite Service

Powys County Council (hereinafter referred to as “the Council”) is awarding to a suitably competent, experienced, and qualified provider (hereinafter referred to as “Contractor”) for the provision of Adult Disabilities Respite Services (‘the Service’). The service relates to the delivery of respite support for adults (18+) with a learning disability. The service will enable the carer and cared for to be part of their wider community by maintaining independence, reducing isolation, and increasing social networks and friendships. The purpose of respite services is to enable individuals to have an opportunity to have a short break away from their usual home, in a setting where they will be supported to make choices, acquire socially valued roles, status and self-esteem, active citizenship skills, as appropriate to their unique needs, wishes and aspirations. The service will be delivered by a provider registered with Care Inspectorate Wales. The contract will be for 3 years with the option to extend for a further 1 year plus 1 year at the Council's discretion. The Council intends to let the contract in compliance with Regulations 74 – 77 Light Touch Regime (LTR) under the Public Contracts Regulations 2015 (PCR 2015) and will use a “pseudo” Open Procedure. The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.

Supported Living Services in Rhondda Cynon Taff

To deliver an outcome-based care and support service, that will support people with a learning disability, mental ill health, physical disability and complex needs. The Services shall be delivered within the Councils Supported Living Service which will encompass the Council’s Wellbeing Schemes, Home Care Support and alternative Day Time, Evening and Weekend care and support services. The outcomes of these Services will be to enable the people we support maximise their full potential, to live as independently as possible and be an integral part of their local community and beyond. The contract will be divided into 3 regional lots with 1 provider appointed to each. The current estimated annual value of the contract is circa GBP22m. Further details on the breakdown can be found in the procurement documents. It is proposed that the duration of this contract shall be for an initial 6 years commencing 1st April 2024 with the option to extend for a further period 3 years + 3 years. Extensions will be subject to performance reviews
