BE25011 - Evaluating greenhouse gas removal programmes and Cross-Programme Evaluation of NZIP Industry & Hydrogen programmes: - Lot 2 - Cross-Programme Evaluation of NZIP Industry & Hydrogen programmes.

**This is an awarded contract under RM6126, Not a Call for Competition** The Department for Energy Security and Net Zero (DESNZ) wishes to appoint a supplier to undertake the following evaluation. Lot 2 - Cross-Programme Evaluation of NZIP Industry & Hydrogen programmes This contract is for the delivery of one evaluation that covers all seven of the following Net Zero Innovation Portfolio (NZIP) programmes related to industry and hydrogen: - Industrial Fuel Switching (NZIP) (IFS) - Red Diesel Replacement (RDR) - Green Distilleries (GD) - Industrial Energy Efficiency Accelerator (IEEA) - Industry of Future Programme (IFP) - Industrial Hydrogen Accelerator (IHA) - Low Carbon Hydrogen Supply 2 (HyS2) The programmes are part of DESNZ's £1 billion Net Zero Innovation Portfolio (NZIP), which aims to accelerate the commercialisation of innovative clean energy technologies and processes through the 2020s and 2030s. Evaluation Coverage The seven programmes will be evaluated together to produce a cross-programme evaluation (see the table below). As a result, the evaluation will take a higher-level approach, and many of the evaluation questions suggested below aim to address the seven NZIP programmes together. However, we would expect the contractor to draw out any programme- and project-specific differences if they arise from the research, and there are also some targeted programme-specific evaluation questions. This approach means that the evaluation can explore and make clear reference to individual programmes, whilst also identifying where findings are mutually exclusive. -Industrial Fuel Switching 2 -Red Diesel Feasibility & Demo -Industry of Future Programme -Green Distilleries -Industrial Energy Efficiency Accelerator -Hydrogen Supply 2 -Industrial Hydrogen Accelerator Overall purpose of the evaluation This evaluation is being commissioned for the following purposes: 1. To enable decisions about future policies or investments driving the technological transformation to Net Zero, by Government, technology developers, industry and others 2. To enable improvements of specific aspects of the delivery of these or similar innovation programmes 3. To provide accountability to the public through publication of key findings related to the performance of the innovation investment This evaluation will focus on understanding the funded innovations within their context, considering their aim to enable the technological transformation towards Net Zero. As a result, there is less emphasis on a comprehensive analysis of processes and attribution, and more emphasis on questions of relevance and contextual coherence.

Brief Description of Requirement This evaluation will be focused on the Pilot Business Energy Advice Service (BEAS). This is a government scheme offering subsidised energy assessments and grants to micro, small and medium sized businesses (SMEs) within the West Midlands Combined Authority (WMCA). The Pilot BEAS will run from October 2023 to March 2025 across The West Midlands ITL1 region (phase 1). It is likely that the Pilot BEAS will be extended until March 2026 (phase 2) and DESNZ will choose to extend the evaluation to a second phase to cover the additional year.

Impact and Process Evaluation of the Research Ventures Catalyst Programme

This research project will evaluate the success of the Research Ventures Catalyst (RVC) programme, a pilot programme that seeks to boost UK Research & Development (R&D) innovation through establishing new kinds of organisational models in the UK. The project will involve a process and impact evaluation (interim and final) to provide learnings on the running of the pilot programme and to give an indication of the effectiveness of the funded organisations. Although a supplier may choose to subcontract part of its delivery, we are establishing a contract for a single supplier. Brief Description of Requirement The aim of the project is to establish in what ways and to what extent the UK benefited from participating in H2020, also known as the EU R&I framework programme 9. - To audit the UK's participation in H2020 as shown in the descriptive characteristics of beneficiaries (such as geography, type of beneficiary, discipline...) and over time. Also to identify any changes pre- and post- EU exit referendum in 2016. The aim is for the audit to identify hot and cold spots of participation and funding received from H2020. - To develop and test a theory of change/logic chain of pathways through which UK involvement with H2020 generates socio-economic impacts, assessing also the extent to which these pathways to impact and impacts themselves can be described, evaluated and quantified. And the additionality and leverage raised by EU R&I programmes relative to domestic ones. - To populate the theory of change with quantitative and qualitative evidence to attribute the impacts of UK participation in H2020. - To evaluate the pathways to impact of H2020 actions applied to UK beneficiaries, highlighting where applicable interactions with national programmes e.g. synergies/obstacles with domestic resources (funders, infrastructure, advice...).
