Buckinghamshire Children and Young People (including vulnerable young adults 18-24) Drug and Alcohol Treatment & Support Service

Buckinghamshire Council is seeking to contract with a single provider suitably qualified and experienced to deliver the Children and Young People (including vulnerable young adults 18-24) Drug and Alcohol Treatment and Support Service for Buckinghamshire residents. The overall aim of the service is to provide a flexible, high-quality community-based specialist drug and alcohol treatment and support service for children and young people under 18, and vulnerable young adults 18-24, who are experiencing, or at risk of experiencing the harmful effects of substance use: • As a result of their own use of a range of illicit substances and/or alcohol, and/or • As a result of another’s problem use of substances (including parental, sibling and other family/household member). Tier 2 – Targeted Support -Prevent and Deter 1. Early Intervention Support Service for Children and Young People who are beginning to use substances regularly (Early at-risk stage) and those who are using regularly (Late at-risk stage) from developing problem or harmful use. 2. Young People Drug Diversion Scheme in partnership with Thames Valley Police and Buckinghamshire Council Youth Justice Team. 3. Comprehensive programme of support for children and young people who are experiencing the impact /effects of parental or other familial substance use. Tier 3 – Structured Care Planned Treatment and Specialist Harm reduction 1. Structured care planned treatment for children and young people, where their substance use has reached the stage of harmful use and has become problematic with impairment in almost all areas of life. 2. Where appropriate, facilitated access to pharmacological/relapse prevention interventions Tier 4- Inpatient Detoxification and Residential Rehabilitation 1. Where appropriate, facilitated access to T4 interventions. The current service premises located in High Wycombe, owned by the Council, is available to Bidders who wish to take up this option. The Council is of the view that TUPE may apply. The contract start date is 1st December 2025 and the initial term ends on 30th November 2029 with an option to extend for a period of up to 42 months

Criminal Justice Intervention Team

As part of the national government's ten-year drug strategy, From Harm to Hope and an ambition to improve pathways between people in the criminal justice system and Substance Use Disorder Services (SUDS) a Criminal Justice Interventions Team has been previously commissioned by Southampton City Council (SCC) using government grant funding, namely Supplemental Substance Misuse and Recovery Grant. Funding provides a dedicated Criminal Justice Intervention Team (CJIT) team working under Change Grow Live (CGL) who are contracted to deliver the wider Substance Use Disorder Service. The CJIT support people who are affected by drug and alcohol use while they are subject to Community Sentences or upon their release from prison. The team receive referrals directly from criminal justice settings and offer treatment and support with alcohol and drug use to enable service users to meet the conditions of their licence or Community Order as they rebuild their lives following their sentence.

Rough Sleeper, Drug and Alcohol Team

As part of the national government's ambition to end rough sleeping and improve pathways into treatment for people sleeping rough who use alcohol and/or drugs; a Rough Sleeping Drug & Alcohol Team (RSDAT) has been established and previously commissioned by Southampton City Council (SCC) using government grant funding. This targeted funding builds on previous funding provided to Local Authorities to support rough sleeper's access to accommodation and provides an opportunity to provide additional resources in the areas which had been identified as having high numbers of people needing intensive support with both drug & alcohol treatment and with maintaining accommodation. The funding provides an opportunity to ensure that there is continued proactive engagement, and any initial substance use disorder (SUD) treatment contact is sustained and capitalised on. It will also enable specialist Rough Sleepers Drug and Alcohol workers, including Complex Needs Navigators, a Non-Medical Prescriber and an Assertive Outreach Nurse, to offer intensive support, clinical treatment and psychological approaches, including Trauma Informed Care for the street homeless population. Service users will be supported to complete assessments, start receiving appropriate treatment at the earliest opportunity and capitalise on initial signs of motivation to address their issues. The funding will also help address some identified gaps around access to treatment services, peer mentors and women working on the streets selling sex.
