676_25 Total Facilities Management

This framework provides a national solution that offers customers a route to market for a complete facilities management service comprising of hard and/or soft FM services depending on each individual customer requirement. The framework is split into the following Lots depending on the annual contract value for each customer contract: • Lot 1 - Annual Customer Contract Value of £0 - £999,999 • Lot 2 - Annual Customer Contract Value of £1,000,000 - £4,999,999 • Lot 3 - Annual Customer Contract Value of £5,000,000 and above The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated includes the option period. ESPO shall monitor the financial stability of the awarded suppliers during the period of the framework agreement by reference to credit rating agency reports. ESPO shall obtain a credit score for the supplier on or before the framework start date as a base score and where a significant change in the credit score is identified over the life of the Framework Agreement, ESPO reserves the right to investigate the reasons for this significant change. Depending on the severity of the changes, it will be at the sole discretion of ESPO to suspend or even permanently remove the Supplier from the Framework Agreement. Additional information: As a Central Purchasing Body as defined in the Public Contracts Regulations 2015, the Framework Agreement is open for use by Public Bodies (defined at https://www.espo.org/amfile/file/download/file/9608/) that also fall into one of the following classifications of user throughout all administrative regions of the UK: Local Authorities; Educational Establishments (including Academies); Central Government Departments and Agencies; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords; The Corporate Office of the House of Lords, The Corporate Officer of the House of Commons; or any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament. Details of the classification of end user establishments and geographical areas are available at: https://www.espo.org/legal. ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders information only. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.

Grounds Maintenance Services

CPC intends to put a Framework agreement in place with multiple suppliers for the supply of Grounds Maintenance Services. Any resulting framework from this exercise will be available to Further Education Institutions, Universities, Sixth Forms, Academies, Schools, Museums and other similar organisations who are CPC Members (https://www.thecpc.ac.uk/members/regions.php) and all CPC future members (https://www.gov.uk/guidance/get-information-about-schools). The Framework Agreement is also open to the following Higher Education consortia and their current and future members through our joint contracting programme, NWUPC (www.nwupc.ac.uk), SUPC (www.supc.ac.uk), NEUPC (www.neupc.ac.uk) and HEPCW www.hepcw.ac.uk Local Authorities may also wish to use the resulting framework when procuring on behalf of Educational Establishments. Nottinghamshire County Council - Joint Venture Partner - Catering and FM

Nottinghamshire County Council (the Authority) has appointed a Provider to establish a joint venture to manage and operate to deliver (i) catering and facilities management (FM) services to the Authority; (ii) catering and/or FM services to schools; (iii) the County Enterprise Food Management services contract for the Authority; (iv) third party revenue growth for these services including through the management and operation of the County Enterprise Foods business. Further details can be found in the procurement documents made available with the Contract Notice (see previous publication below). The main subject-matter of the services being procured are “light regime” services and falls under Regulations 74-76 of the Public Contracts Regulations 2015 which govern the award of light regime service contracts. The Authority is using a procurement process modelled on the competitive dialogue procedure and the procurement documents describe this process in further detail.
