UKSPF Participation in the Arts Creative Economy (PACE) 2025/26

Tenders were invited by The Council of the Borough of Kirklees (the "Council") from Suppliers appointed to Category 1 - Community Learning, Engagement & Volunteering of the Adult Education EMP with relevant experience and ability for the UKSPF Participation in the Arts Creative Economy 2025/26 (the "Services") as detailed in the Further Competition documents. The estimated value of the Services to be awarded is approximately £137,000 In order to meet its requirements, the council has divided the Services into Lots as follows: Lot 1 - Supporting Residents to be entrepreneur Ready x 75 - £30,000 Lot 2 - Local Events and Activities x 36 Improved Engagement x 200- £62,00 Lot 3 - Volunteering Opportunities x 75 Jobs Created x 8 - £45,000 The anticipated commencement date for the Call-off Contract(s) is 1st May 2025. The anticipated expiry date for the Call-off Contract(s) is 31st March 2026. Contracts may be extended up to a maximum of 50% of the original contract value at the discretion of Kirklees Council subject to availability of funding and performance.

This procurement exercise for This Way 4 English (TW4E) (the "Services") was conducted as a General Further Competition ("Further Competition") under the Electronic Market Place (EMP) Ref: KMCAS-216; Kirklees Welcomes Assisting Vulnerable Migrants, Asylum Seekers and Refugees (the "EMP"). Kirklees Council in collaboration with the TW4E delivery partner will work across services, learning providers, employment support providers to develop a robust coordinated ESOL offer. This is to ensure those who need to start their ESOL journey or develop their English languages skills further to a point where they can connect with their neighbours, local networks and groups, access services independently and importantly progress on to further learning and gain employment. The estimated value of the Services to be awarded is approximately £165k per annum. The anticipated commencement date for the Call-off Contract(s) is 1st April 2025. The anticipated expiry date for the Call-off Contract is 31st March 2027, with the option to extend by one (1) x twelve (12) month period to 31st March 2028 subject to grant funding being available. The funding for refugee and asylum seeker support is all from external Government grants. Currently, funding is received from the Department of Levelling Up, Communities and Housing (DLUHC) to support refugee resettlement programmes, such as Afghan Relocation Scheme, UK Resettlement Scheme and the Homes for Ukraine Scheme.

Kirklees MESOL 2024-25 (Math and English for Speakers of Other Languages)

The Council of the Borough of Kirklees (the "Council") wishes to establish a programme of services with a maximum of up to two (2) suitable Delivery Providers for tutor led non-accredited community-based maths courses specifically designed for speakers of other languages (ESOL), aimed at Kirklees Residents over 18 years of age. This is a stand-alone contract which was called-off via a further competition process form the Adult Learning EMP (KMCAS-164) Category 2. The contract will run from 1st October 2024 to 31st July 2025. The contract value is £130,000 and there is no option to extend.
