Local Heat and Energy Efficiency Strategies

This framework has been developed to assist councils with the procurement of technical consultants for future updates to their Local Heat and Energy Efficiency Strategies (LHEES). It will also help councils complete work to meet any potential deadlines for Heat Network Zoning or Local Area Energy Plans (LAEPs). The framework is divided into three lots as follows: -Lot 1 - Local Heat and Energy Efficiency Strategies -Lot 2 - Heat Network Zoning -Lot 3 - Local Area Energy Plans Scotland Excel is the Centre of Procurement Expertise for the local government sector in Scotland. All 32 Scottish local authorities are members and circa 90 organisations are associate members. COMMUNITY ENERGY INFRASTRUCTURE

The project will build upon previously funded work with Community Energy England and Community Energy South (community energy pathways), the Hub's administration of the Rural Community Energy Fund and the current administration of the Community Energy Fund.\r The commission will raise awareness of national good practice on community energy with regionally based community groups. It will promote community led approaches to net zero to local government in the Greater South East. This projects also aims to support community groups to understand the barriers to establishing groups and raising funding.

PS24141 Developing RdSAP10 Code for the NBM

Brief Description of Requirement The Standard Assessment Procedure (SAP) and Reduced data SAP (RdSAP) are the Government's approved methodologies for assessing building energy performance and producing Energy Performance Certificates (EPCs). SAP is used in the assessment of new dwellings, whilst RdSAP is a simpler and lower cost method for assessing existing dwellings. To model the impact of Government policies that retrofit existing homes with energy efficiency measures and clean heat systems, DESNZ analysts use our in-house National Buildings Model (NBM). The overall aim of this project is to have a new RdSAP10-consistent energy calculator coded into the National Buildings Model (NBM). This should enable the calculation of EER and EIR scores for dwellings in the NBM, based on RdSAP10, and for the re-scoring of dwellings when building features are changed (e.g., walls are insulated or the heating system changed). The RdSAP10-consistent calculator should be implemented into the NBM such that the model can seamlessly switch between assessing dwellings with RdSAP2012 (as done now) and assessing dwellings with RdSAP10. However it may be necessary to create a different dataset as the RdSAP2012 combines some fields which RdSAP10 does not. Brief Description of Requirement UK Shared Business Services Limited (UK SBS) on behalf of the Department for Business, Energy and Industrial Strategy (BEIS) invite you to response to this Request for Proposal in support of the BEIS Heat Network Zoning Pilot Programme. BEIS are undertaking two simultaneous procurements in relation to the Programme: 1) Model Development Consultant(s) to develop model(s) to identify heat network zones 2) Zoning Technical Consultant(s) to work with local stakeholders to improve and refine the identification of heat network zones and undertake more detailed feasibility studies For absolute clarity, this procurement is only to appoint Model Development Consultant(s) and the Zoning Technical Consultants is out of scope of this procurement activity. MDCs are required to develop a standardised model capable of identifying heat network zones across Client-appointed cities and towns in England. Up to four model developers may be appointed to compete in the development of a model(s) that best meet the Clients requirements prior to the subsequent evaluation and selection of a preferred model(s) the Client assesses as suitable for implementation in the HNZ pilot. The evaluation process should result in a preferred model being taken forward into pilot implementation however BEIS may also elect to take more than one model or zero models forward. The relevant MDC(s) will also be required to provide training to ZTCs and ongoing model support and maintenance throughout the Programme.
