Civil Engineering Framework (Scotland)

Scottish Procurement acting through Scottish Ministers have worked with industry on the development of a national framework for civil engineering for Scotland. This will be a multi-lot, multi-supplier framework for a 4 year period whereby civil engineering contracts (work orders) with a value greater than 5,000,000 GBP up to 100,000,000 GBP(excluding VAT) can be individually called-off as required by the Scottish public sector. The framework will be divided into 3 lots, based on value & whether the works are categorised as general or structural civil engineering. The framework terms & conditions will be based on NEC4 Framework Contract, Call Off Contracts (Work Orders) will use the NEC Engineering and Construction Contract (ECC), NEC Engineering & Construction Short Contract (ECSC), NEC Term Service Contract (TSC) & Term Service Short Contract (TSSC) supplemented with some bespoke terms & conditions. The split between the lots & additional information can be found at parts II.2 & VI.3 of the Contract Notice. The Scottish Procurement & Property Directorate (SPPD) is the organisation tasked with procuring frameworks & contracts on behalf of Scottish public sector bodies. The framework will be available for use by the Scottish Ministers (including Agencies), Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998, The Office for the Secretary of State for Scotland, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994, bodies registered as social landlords under the Housing (Scotland) Act 2001, Scottish health boards/special health boards, Student Loans Company Limited, the Commissioner of Northern Lighthouse operating as the Northern Lighthouse Board, Scottish Futures Trust, Equality & Human Rights Commission, Business Stream Ltd, the Business Gateway National Unit at the Convention of Scottish Local Authorities, further/higher education institutions being fundable bodies within the meaning of section 6 of the further/Higher Education (Scotland) Act 2005, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing. In addition to the contracting authorities listed, the framework agreement will be available to charities entered on the Scottish Charity Register & voluntary organisations entered on the Membership Database of the Scottish Council for Voluntary Organisations. SCAPE Utilities Works and Services framework - Scotland

This Notice adheres to the requirements of The Utilities Contracts (Scotland) Regulations 2016 and should be read as standard form F06 Contract Award Notice Utilities. Experienced suppliers were invited to apply for civil engineering, construction and infrastructure works and services as defined by the NUTS and CPV codes contained in this notice. Scape Procure Scotland Ltd (SCAPE) has established a framework agreement with an eight (8) year duration. The initial period will run for four (4) years with an option to extend by two (2) two (2) year periods which will run concurrently. Scape Procure Scotland Limited (“Scape”) is a contracting authority and central purchasing body within the meaning of the Utilities Contracts (Scotland) Regulations 2016 (the “Regulations”), dedicated to creating efficiency and social value via the built environment. In accordance with Regulation 53(9), procurement carried out by Scape in order to perform its centralised purchasing activities (which includes the conclusion of framework agreements for works, supplies or services intended for a utility) is deemed to be procurement for the pursuit of an activity referred to in Regulations 8 to 14. Scape is, therefore, deemed to be a utility for these purposes; and may conclude this framework agreement in accordance with the procedures provided for in the Regulations. Scape conducted an exercise of market engagement to understand the need and anticipated pipeline for infrastructure and construction works across a number of different utility sectors. In particular, but without limitation, Scape has been engaging with Cromarty Firth Port Authority to understand its procurement requirements. While there is no guarantee or commitment of any kind, Cromarty Firth Port Authority and Peel Ports Investments Limited and it’s Group of Companies including its Statutory Harbour Authorities have indicated an interest in exploring the possibility of calling-off works under the framework once it is concluded and Scape is pleased to alert the market to this potential opportunity.

NAC/5115 Enabling Works in Relation to Ardrossan North Shore Development

North Ayrshire Council requires the construction of enabling infrastructure works to facilitate the development of the former industrial Ardrossan North Shore site. These works include construction of a coastal revetment, coastal pathway, utilities, drainage, earthworks, and road infrastructure. These works are fundamental to the wider Ardrossan Regeneration Masterplan and will facilitate the subsequent construction of an educational campus as well as further residential and commercial development.

Roads and Infrastructure Framework

The Council’s Procurement Service require to create a new generation Multi-Disciplined Roads and Infrastructure Framework for use by primarily Community and Enterprise Resources and Housing and Technical Resources. The framework will be accessible by any resource within the Council. The Framework Contract will be governed under the NEC3 Framework Contract April 2013 and will cover a range of works/services lots as follows: Lot 1 - Roads Network Improvements Lot 2 - Roads Routine Maintenance (Labour and Plant only) Lot 3 - Temporary Traffic Management Services Lot 4 - Maintenance of Council Bridges and Structures Lot 5 - Water Infrastructure Services Lot 6 - Outdoor Infrastructure Works including play Lot 7 - Groundworks The new framework will be procured via open procedure on the most economically advantageous tender (MEAT) criterion which enables the Council to take account of criteria that reflect qualitative, technical, and sustainable aspects of the tender submission as well as price when reaching a decision. All call-offs under the framework will be based on MEAT. No work will be guaranteed to any Contractor under the Framework Agreement. The Council has adopted a sequential opening process for any tender exercise conducted per the following stages: As part of Stage 1 the bidders will be required to complete a Single Procurement Document (SPD) as part of the Qualification envelope self-declaring that they meet the criteria requirements for the Lot(s) they have selected. As part of Stage 2 the bidders will then be required to complete a Technical response based on technical specific questions related to the lot they have selected. As part of Stage 3 the bidders will then be required to complete Commercial response based on activities associated to the Lot(s) they have selected. As part of the tender evaluation process the Council will then request evidence from each bidder prior to any bidder being appointed to the framework. It is anticipated the Council will state the number of contractors being appointed to each lot.
