Ecological Services Framework (EcoSF4)

Lot 1 - Specialist Macroinvertebrate Services This Lot covers services relating to all freshwater macroinvertebrate work in both rivers and lakes, needed to cover monitoring required for international, national and local drivers, as well as local investigatory and regulatory needs. Lot 2 - Habitat and Species (including Invasive, Non-Native Species) Surveys, Evaluation and Report Writing Services This Lot will be used to procure ecological surveys, reports and advice for a range of activities that will enable nature recovery as envisaged under the Government's Environmental Improvement Plan (EIP) 2023. This will include habitat creation and restoration of protected and priority habitats and contributions to EIP species abundance and extinction risk targets for a range of threatened, protected and priority species. Lot 3 - Geomorphology, river restoration and habitat creation services Lot 3 is designed to allow the Environment Agency (EA) and Natural England (NE) staff to supplement their in-house expertise around this work area, with the additional resource and expertise that external suppliers can offer. In particular, lot 3 focuses upon the supply of river restoration and habitat creation expertise to inform design and feasibility studies (ecological survey and monitoring work associated with such schemes is included in lot 2). The EA/NE seek bids from suppliers who can use these skills to help them understand the natural functioning of the water environment through assessment work, and to collaborate in the design of projects that improve natural geomorphological, hydrological and ecological processes for the purposes of reducing flood risk, restoring habitats and improving the movement of fish through catchments (specific fish pass design is covered in lot 4). The EA/NE require suppliers to demonstrate the ability to work at the strategic catchment scale as well as the local scale. Lot 4 - Fish passage design services This lot covers the design of fish passes that prioritise the use of nature-based solutions. The EA seeks bids from suppliers that have skills to help the EA identify the best solutions that can meet the needs of internal EA departments delivering their outcomes. The information below details the core service under this lot, i.e. fish passage design, including feasibility, options appraisal and detailed design. However, the EA may offer you the opportunity, on occasion, to participate in projects that are beyond those scoped below, but still within the area of fish passage design that works with natural processes and uses minimal engineering solutions.

The Environment Agency is looking to issue a tender for the Ecological Services (EcoSF4) Framework covering the following four Lots: Lot 1 – Specialist Macroinvertebrate Services This Lot covers services relating to all freshwater macroinvertebrate work in both rivers and lakes, needed to cover monitoring required for international, national and local drivers, as well as local investigatory and regulatory needs. Projects will often be of an aquatic/riparian nature, including work in and adjacent to estuaries, coastal areas, rivers, lakes and wetlands. The work will contribute to EIP species abundance and extinction risk targets for a range of threatened, protected and priority species. It will also cover services relating to protected and priority habitats and natural capital assets, as well as invasive, non-native species. Lot 3 – Geomorphology, River Restoration and Habitat Creation Services There are multiple drivers from within Defra to seek opportunities to restore natural processes to manage, enhance and restore rivers and other habitats. This Lot will allow the Environment Agency and Natural England staff to supplement their in-house expertise around this work area, with the additional resource and expertise that external suppliers can offer. In particular, this Lot focuses upon the supply of river restoration and habitat creation expertise to inform design and feasibility studies. This includes projects that improve natural geomorphological, hydrological and ecological processes for the purposes of reducing flood risk, restoring habitats and improving the movement of fish through catchments (specific fish pass design is covered in lot 4). Lot 4 – Fish Passage Design Services This Lot covers the design of fish passes that prioritise the use of nature-based solutions. This will include feasibility studies, options appraisal and detailed design. The final design will offer the maximum benefit in terms of fish passage (for multiple species), ecological connectivity, morphological processes and habitat creation.

Final effluent spot sampling vs continuous monitoring

Final effluent spot sampling versus continuous monitoring. This project will be completed via an evidence gathering desk top exercise focused on, but not limited to, sampling data, a review of relevant literature, academic papers, policy documents, operational documents, technical documents, discussions with those undertaking final effluent Operator Self Monitoring and continuous monitoring, research and development, video/webinar presentations. Some statistical analysis will be essential to understand the differences between the two sampling methods. The information gathered will be presented and summarised in a written technical report. Sample data, graphs and statistical analysis will be included within the report. This research project will be completed over a 3 month period. Additional information: Question: Does the EA have any data sets for comparing continuous versus spot samples? Answer: The EA has spot sampling via OSM from the Water Companies, but continuous data would need to be sourced from the Water Companies. This data can be documented as anonymous if needed. Question: The bid document does not discuss working with European partners. This is then introduced as a specific question in the detailed evaluation questionnaire. Is this left over from a previous document, or are the EA expecting that European experience in this area be included with direct involvement of partners? Question: The bid document requests quantifying risks and opportunities. What is the EA looking for as regards quantification? Answer: The risks of using spot sampling, continuous monitoring and potentially using both together. The same for opportunities. What are the risks of only using spot sampling for example.
