S30054 Suppression and Fighting Techniques for EV & Hydrogen Fuelled Fires

The following activities are required for this scope of works: 1. To understand the cause of battery fires in eHGVs: a. Causes of battery failure b. Road traffic accident As part of this analysis the research should investigate if battery age increases the risk of a fire. 2. To understand the current practices expected to be used by the fire service to treat a battery fire: a. For a single battery powered HGV b. For a multi vehicle - multi fuel fire road traffic accident involving an eHGV c. Batteries housed in an accompanying trailer This element of the project should identify the pollutants emitted during the fire event, contamination and pollutant pathways during and post fire, and the likely duration to deal with the fire to state where the vehicle can be handed over to a third party and not constitute on going fire risk to the safe use of the SRN. 3. What are the impacts, incident management and risks to the operation of the SRN for customers and the road asset for the following road types: a. Motorway; b. All purpose trunk roads; c. Single carriageways; d. Tunnels; e. Bridges - consideration of a vehicle both on and under the structure should be evaluated. As part of this analysis consideration as to whether the impacts of fire event in a eHGV on the SRN is higher, lower or similar to current fire incidents associated with diesel powered HGVs, setting out the reasons for reaching the outcome. 4. To investigate opportunities to mitigate the risk of fire starting and treatment of a fires through the investigation of: a. Technology opportunity to provide early warning systems of battery cell failure or other aspects of battery system that may lead to a fire b. Opportunities to minimise the impacts of damage to the batteries caused by a road traffic accident c. Future advancements in battery technologies d. Current research and innovations, including fire suppression techniques. 5. To understand safety measures that vehicle manufacturers have incorporated into the design and manufacture of eHGVs to minimise the risk of thermal runaway events for their vehicles. 6. To describe the risk profile for the different techniques used to tackle eHGV fires by road types on SRN for: a. The operation of the SRN b. Maintenance of the road asset c. Treatment of any waste streams from the fire up to point the vehicle no longer poses a fire risk 7. To set out any recommendations for future areas of work, not covered by current or planned areas of research to: a. Reduce the risk of fires in battery powered HGVs to the SRN b. Minimise the risk of a battery fire c. Manage pollutants arising from the treatment of the fire, until the vehicle no longer poses a fire risk. Consultant's Deliverable: a report covering the items listed in 1 to 7 above.

S30037 Supervision of Construction of Energy Storage Systems Contract (Phase 3c)

National Highways has tendered via the Crown Commercial Services HELGA dynamic purchasing system for a contract to invest up to £16.6M of Air Quality Designated Funding in delivery of energy storage systems (ESS) at nine motorway service areas (MSAs) to be delivered by Ameresco reference 2022/S 000-007832 referred to hereafter as the Main Contract. The Main Contract contributes to the Government's commitment of providing a minimum of six high-powered electric vehicle charge points per English Motorway Service Area (MSA). The Main Contract will enable the installation of ultra-rapid electric vehicle (EV) charging at locations where electricity grid capacity is insufficient to support delivering the commitment within the required timescales. This is high priority activity for Government set out as an ambition in the Project Rapid Policy Paper and subsequently committed as a 'key stat' in the Department for Transport's Decarbonising Transport - A Better, Greener Britain . The Services provide by the Consultant are for continued support to the Client through the Delivery Phase of the project. The Client awarded the Main Contract to the successful tenderer, referred to hereafter as the Contractor, in December 2022, with delivery of ESS now expected to be completed in mid-2025 to allow high power electric vehicle charging points (HPEVCP) to be commissioned. This contract is for the Consultant to continue to support the Delivery Phase, and follows on from earlier activities (Tasks T0187, T0322, T0419, T0576 and T0663) and will cover: - the continuing provision of elements of the Engineering and Construction Supervisor service for the Client, as defined in this scope and, referred to hereafter as the Supervisor - Providing continued ad-hoc technical, commercial, or other support for the Main Contract as required by the Service Manager.

There are 3 Lots: Electrical Distribution Delivery Partner, Utilities Delivery Partner and Civils Delivery Partner. Delivery Partners will take the single viable option and complete detailed design and all procurement, installation, construction, commissioning and handover activities that form part of delivery. Note: When the procurement commenced there were originally 4 Lots, however, during the course of the procurement Lot 1 Strategic Partner was cancelled. This was in accordance with Sellafield Ltd.'s right to cancel a lot and not to award a contract as provided for at Section 11.9 of the Selection Questionnaire Instructions and also Section 6.6 of the Invitation to Submit Final Tender Instructions.

Reactor Buildings Height Reduction (EXECUTION phase)

The existing Reactor Buildings at Trawsfynydd are now life expired and require works to mitigate against further degradation, thus ensuring they remain safe and compliant for subsequent decommissioning activities. In addition there are long term commitments through the Town and Country Planning process to reduce the visual impact the buildings currently have on the landscape within the Snowdonia National Park. The Height Reduction project has therefore been implemented with the objective of reducing the height of both reactor buildings such that they are left in a safe and stable configuration for the next phase of works to decommission the Trawsfynydd site whilst significantly reducing ongoing asset investment demands. The reduction in height will also satisfy the requirements to lessen the visual impact the current full height buildings have within the Snowdonia National Park.
