Ecological Services Framework (EcoSF4)

Lot 1 - Specialist Macroinvertebrate Services This Lot covers services relating to all freshwater macroinvertebrate work in both rivers and lakes, needed to cover monitoring required for international, national and local drivers, as well as local investigatory and regulatory needs. Lot 2 - Habitat and Species (including Invasive, Non-Native Species) Surveys, Evaluation and Report Writing Services This Lot will be used to procure ecological surveys, reports and advice for a range of activities that will enable nature recovery as envisaged under the Government's Environmental Improvement Plan (EIP) 2023. This will include habitat creation and restoration of protected and priority habitats and contributions to EIP species abundance and extinction risk targets for a range of threatened, protected and priority species. Lot 3 - Geomorphology, river restoration and habitat creation services Lot 3 is designed to allow the Environment Agency (EA) and Natural England (NE) staff to supplement their in-house expertise around this work area, with the additional resource and expertise that external suppliers can offer. In particular, lot 3 focuses upon the supply of river restoration and habitat creation expertise to inform design and feasibility studies (ecological survey and monitoring work associated with such schemes is included in lot 2). The EA/NE seek bids from suppliers who can use these skills to help them understand the natural functioning of the water environment through assessment work, and to collaborate in the design of projects that improve natural geomorphological, hydrological and ecological processes for the purposes of reducing flood risk, restoring habitats and improving the movement of fish through catchments (specific fish pass design is covered in lot 4). The EA/NE require suppliers to demonstrate the ability to work at the strategic catchment scale as well as the local scale. Lot 4 - Fish passage design services This lot covers the design of fish passes that prioritise the use of nature-based solutions. The EA seeks bids from suppliers that have skills to help the EA identify the best solutions that can meet the needs of internal EA departments delivering their outcomes. The information below details the core service under this lot, i.e. fish passage design, including feasibility, options appraisal and detailed design. However, the EA may offer you the opportunity, on occasion, to participate in projects that are beyond those scoped below, but still within the area of fish passage design that works with natural processes and uses minimal engineering solutions.

Projects will often be of an aquatic/riparian nature, including work in and adjacent to estuaries, coastal areas, rivers, lakes and wetlands. It will also cover services relating to protected and priority habitats and natural capital assets, as well as invasive, non-native species. Lot 3 – Geomorphology, River Restoration and Habitat Creation Services There are multiple drivers from within Defra to seek opportunities to restore natural processes to manage, enhance and restore rivers and other habitats. This Lot will allow the Environment Agency and Natural England staff to supplement their in-house expertise around this work area, with the additional resource and expertise that external suppliers can offer. In particular, this Lot focuses upon the supply of river restoration and habitat creation expertise to inform design and feasibility studies. This includes projects that improve natural geomorphological, hydrological and ecological processes for the purposes of reducing flood risk, restoring habitats and improving the movement of fish through catchments (specific fish pass design is covered in lot 4). CEFAS24-115 Contract for marine benthic macroinvertebrate analysis of Nioz cores collected around Farnes Deep 2024

The marine Natural Capital Ecosystem Assessment (m-NCEA) programme, in collaboration with Defra and the JNCC aims to contribute to improved understanding of ecosystem services provided by seabed habitat assets, including marine benthic macroinvertebrate sample processing. As part of this programme, sediment samples were collected using a NIOZ core during a survey in the North Sea in May 2024 onboard the RV Cefas Endeavour. Seventy-four samples were collected at 15 locations in and around Farnes Deep. The Supplier will process 15 NIOZ core samples (which have been sub divided into 74 separate samples, with a maximum of 5 slices per core - see Annex 1); to extract and identify all biota retained following sieving on a 1.0 mm capture mesh, as per the NMBAQC guidelines detailing extraction and identification protocols. The Supplier will provid in an appropriate format (industry standard spreadsheet) and to include taxa abundance, species matrix and biomass by station. In addition to the above, the analysis will be audited as per the NMBAQC own Samples protocol prior to final submission (Hall, 2019): http://www.nmbaqcs.org/media/1764/os686970_summary-report.pdf. The AQC will be organised and awarded by Cefas following the initial submission of the results from this contract. CEFAS24-92 Contract for marine benthic macroinvertebrate analysis of samples

Cefas require a Supplier to process the 36 sediment samples (12 stations with triplicate samples), to extract and identify all biota retained following sieving on a 1.0 mm capture mesh, as per the NMBAQC guidelines detailing extraction and identification protocols. In addition to this, there is a requirement to ensure these data are audited as per the NMBAQC Own Samples protocol prior to submission to Cefas (Hall, 2019). http://www.nmbaqcs.org/media/1764/os686970_summary-report.pdf. Enumeration, identification and biomassing to the lowest possible taxonomic level should be carried out following the NMBAQC Processing Requirement Protocol and Taxonomic Discrimination Protocol. Biomass (wet weight in grams to at least 4 d.p.) is required for all enumerable taxa. Balances must be serviced annually and a valid service certificate must be supplied. A single reference collection of all species/taxa identified is required to be returned to the Cefas laboratories in Lowestoft in an appropriate preservation liquid (i.e. 100% IDA or 70% IMS, 20% water and 10% glycerol). The reference collection should contain, as a minimum, the species name, name of identifier/ supervisor, station code, cruise code, date of collection and name of species identification verifier. A list of all taxa in the reference collection is also requested, in electronic form, with these details included. Notable taxa should be highlighted here such as non-native species and new or unusual records. Non-native species should be added to the Non-native Species Information Portal (NNSIP) (hosted on the Non-native Species Secretariat website, http://www.nonnativespecies.org/index.cfm?sectionid=81). The abundance and biomass data matrices should be in completed with, at minimum, the detail in the exemplar provided and then sent via email following completion (full details to be provided at kick off meeting). All species names must be run through the WoRMS 'Match Taxa' tool so that all naming is current (http://www.marinespecies.org/aphia.php?p=match). Samples are available for collection, by the successful Supplier, as soon as possible following Contract Award, from the storage facility in Lowestoft. Please include a cost to acknowledge this requirement within the RFQ Part 2 (Pricing). Samples must be transported safely and securely. Full details of the sample collection are to be confirmed at kick off meeting.
